400 City Attorney Currie stated there was a legal question involved in the decision as <br />to what constituted "start of work". Councilman Werder was of the opinion that in <br />a question of legality the Council would have right to interpret either way and <br />thought the fault did not lie with the contractor, that permit had been granted at <br />one time and should be upheld. On roll call motion was lost with four Noes and <br />three Ayes. Mayor Hilton stated he voted No so that the people could request and <br />end all building of duplexes if they so desire. Councilman Holmquist stated if <br />foundations were in they would be entitled to build. <br />WILLIAM E. RONAN, 1419 Arguello Street, protested water bill and appeared to request <br />Council to authorize refund. November 1947 bill showed 11-1/2 times greater usage <br />than the following month of December and was 5-3/4 times greater than any month ' <br />since November. Assistant Engineer Winters on question stated he talked to Mr. <br />Ronan a week or ten days ago and was quite certain he was not using that much water <br />and said it was possible the meter was slipping gears. Councilman Britschgi asked <br />City Attorney what steps the Council could take to adjust bill. City Attorney Currie <br />replied that if the fault lies on the property after having gone through the meter, <br />no adjustment should be made. If a test showed the meter was out of order the City <br />could make some adjustment. Councilman Werder suggested taking out meter and re- <br />placing it. Councilman Britschgi suggested that it would be best to turn the problem <br />over to the City Manager to work out. <br />JOSEPH SMITH, 127 King Street, interested in the purchase of old water pumping plant at <br />Bayshore Highway and Harbor Boulevard if for sale, or willing to lease with permission <br />of Council in letter read by the City Clerk. Under discussion Councilman Granger <br />thought the City had sold all the property they wanted to and Councilman Werder <br />stated that Mr. Smith had spoken to him about this while on the Real Estate Committee, <br />and he also thought the City should not sell but did not disapprove leasing property. <br />Councilman Britschgi commented that there was still a housing shortage to consider <br />and perhaps could be rented to someone desiring to work for the City. City Manager <br />Rolison pointed out that Mr. Moran had been promised the renting of house when the <br />party now occupying place moves out. This would be convenient to the Corporation <br />Yard where Mr. Moran is employed. Councilman Granger moved that the Council did not <br />see fit to sell at this time, seconded by Councilman McNulty, and carried. <br />PLANNING COMMISSION RECO14MENDED APPROVAL OF APPLICATION OF LEONARD REALTY COMPANY TO <br />Re -Subdivide a portion of Lot 10, Block D. Woodside Acres into four lots of an area <br />over 6,000 feet each. On motion of Councilman Britschgi, seconded by Councilman <br />McNulty, recommendation was approved and motion carried.. <br />USE PERMIT GRANTED TO COM. A. C. FOX to allow certain land at Sequoia High School to be used <br />for a Naval Reserve Unit & Volunteer Warfare Company at Planning Commission meeting <br />on April 12th. They also recommended approval of Quonset Hut type buildings for <br />this use, subject to the condition that the ground be properly landscaped. City <br />Attorney Currie informed the Council that authority of use permit rested with the <br />Planning Commission and Quonset Hut feature with the Council, subject to revocation <br />on so many days, and believed that conditions should be included in the use permit. <br />Councilman Britschgi concurred that conditions should be included as a precaution. <br />Councilman Granger moved that recommendation be referred back to the Planning <br />Commission and recommended its approval with other points included as to removal <br />upon 90 days notice; location in accordance with sketch submitted, and when finally <br />- - <br />
