Councilman Granger remarked that one city to his knowledge required a <br />three foot thickness of concrete around a tank and many people discouraged themselves <br />from putting in such a tank as the concrete had to be removed should a leak occur. <br />City Manager Rolison stated that some cities had a regulatory ordinance. <br />LETTER FROM JOHN E. REHBOCK, 1418 Arguello Street, protesting the possibility of a liquor <br />store occupying the building previously occupied by Borden's Creamery was tabled on <br />motion of Councilman Britschgi, seconded by Councilman Werder with the statement <br />they had no control over the situation as this came under the supervision of State <br />Board of Equalization. Motion carried. <br />TRAFFIC AND SAFETY COMMISSION. Reply to Council's letter of January 23rd, was read by <br />the City Clerk. (1) Regarding painting of white line on E1 Camino Real at Broad- <br />way to forestall "cutting across" Broadway when making left turn, excerpt from <br />Col. Jno H. Skeggs' letter stated this was a violation of Section 551 of the <br />vehicle Code. Since E1 Camino Real is under control of State Division of Highways, <br />Commission sees no way in which to achieve the Council's recommendation and their <br />suggested solution is an increased enforcement program. (2) Reply to.Council's <br />letter of February 24th asking investigation of open culvert at Valota & Roosevelt <br />Avenue, stated there is no open culvert at this intersection but two conflicting <br />types of streets and suggested that high crown of Roosevelt Street be lowered to <br />the surface level of the flat surface of Valota Road; that there was no record of <br />a single traffic accident at this intersection. (3) In regard to signals, urged <br />Council to submit as early as possible their requests for removal of present.obso- <br />lete signals on E1 Camino Real and further request for erection of additional signal <br />at Whipple and El Camino Real in view of advanced budget planning by the State <br />Division of Highways. (4) Traffic Commission approved for Council consideration <br />removal of two of the existing four island at Durlston and Blandford Road, as they <br />constitute a traffic hazard because of the amount of space occupied in the center <br />of this intersection. With reference to (1) on motion of Councilman Werder, seconded <br />by Councilman Holmquist, request for white line across intersection was dropped. <br />Motion carried. On (2) Councilman Granger moved that solution of Valota Road and <br />Roosevelt intersection be referred to Engineering Department, seconded by Councilman <br />Swift, and carried. Matter of removing obsolete signals (3) and requesting new ones <br />was referred to City Manager and placed on agenda. Removal of shrubs and trimming <br />of trees on islands at Durlston and Blandford Road (4) was referred to City Manager <br />and City Engineer for a report back. Councilman Granger brought up the problem of <br />Five Points and the necessity of signals there as well as the turn down on white <br />line at Broadway - El Camino Real intersection and stated that $800 of the City's <br />money had been spent in an effort to cooperate with the Traffic Commission and we <br />had done exactly -as the Commission had asked to no avail. City Manager Rolison <br />concurred in this and suggested that a couple of the Council Member accompany him <br />to Col. Skegg for an interview. <br />REAPPOINTMENT OF CLEMENT BAUME AND DONALD BOGIE TO NEW TERMS OF FOUR.YEARS EACH AS <br />members of Park and Recreation Commission, terms to expire on April 12, 1952, was <br />recommended by City Manager Rolison, Councilman Britschgi moved approval of City <br />Manager's recommendation, seconded by Councilman -Holmquist, and carried. <br />REJECTION OF SEALED BID FOR TWO 10,000 GALLON REDWOOD TANKS IN AMOUNT OF $75.00 each was <br />I" <br />s <br />E <br />0 <br />E <br />
