Letter from Mr. Paul W. Lorentzen was read by
City Clerk stating he would return permit to build mortuary as people in vicinity
have voiced objection to same. Thanked Council for courteous treatment and people
in that area for expressing opinion before he had started construction. In view of the foregoing resignation Councilman Werder
suggested that Council members give two weeks consideration to new wppointmerit.
mounlcilman Holmquist moved that such consideration be given for new appointment to
Planning Commission at next regular meeting, seconded by Councilman Granger, and
carried.
REPAIR OF HARBOR ROAD. City Manager Rolison presented recommendation for Council's
approval of repair of this road, City to furnish necessary labor and equipment, not
to exceed $500, provided Pacific Portland Cement Company and Permanente'Cement
Company furnish necessary materials required to make temporary repairs. This has
been tentatively agreed upon verbally, as a temporary expedient to take care of the
Immediate emergency. Both these companies maintain storage facilities on Redwood
City Port property, have complained about the condition of Harbor Road and contend
that it being a City street should be maintained at city expense. Facts set forth
in City Manager's letter are that the companies mentioned receive benefits of
roadway and have caused roadway condition by excessive weight and high speed of
trucks; this road was not designed for such heavy traffic and cannot be economically
maintained due to unstable foundation conditions; burden should not be placed on
local taxpayers who rarely use this roadway beyond the Yacht Harbor entrance, and
then only with very light vehicles. Some more definite arrangement should be made
in the future whereby parties responsible for the failure of this road should be
held responsible for the cost of its maintenance and repairs. In the event some
satisfactory agreement cannot be reached it was suggested that adoption of a City
Ordinance should be considered limiting both the weight and speed of traffic on
this roadway. Councilman Granger asked where the money would come from. City
Manager stated the $500 would come from the Engineering budget. Councilman -Granger
moved that City Manager be authorized to proceed and make further study as to ways
and means for whatever his recommendation might be for temporary patching, seconded
by Councilman Holmquist. Councilman Britschgi inquired if there was no response
