M. <br />1014 <br />ON ROLL CALL the following were present: Councilmen Britschgi, Floyd D. Granger, H. E. <br />Holmquist, Robert V. Spillers, Mayor Wm. i1. 1,.Ierder, and City Clerk R. S. Dodge. <br />Also present were City Manager E. A. Rolison, City Attorney C. B. Currie, City <br />Engineer Glenn Jain, Administrative Assistant Richard D. Miller. Councilman Morgan <br />and Councilman Swift noted absent. <br />MAYOR WERDER ANNOUNCED that the purpose of this meeting was to discuss way and means of <br />carrying out the suggested plan of temporarily improving the condition of City <br />streets. <br />CITY ATTORNEY C URRIE REQUESTED THAT COUNCILMEN FIRST, Request of the London Guaranty and <br />Accident Insurance Company for a letter stating that no claim would be filed for <br />wages of Police Officer Phil Bray from August 2nd to August 22nd, 1947, during which <br />time he was off duty due to an accident, stating further that final settlement with <br />the officer was held up pending receipt of such a letter. Motion of Councilman <br />Spillers, seconded by Councilman Holmquist, letter as requested was authorized. <br />Motion carried. <br />CITY MANAGER ROLISOd PRESENTED ORGANIZATION CHART SHOWING PRESENT OPERATING ORGANIZATION. <br />Discussion followed as to methods of using laborers from other departments to assist <br />in the street repair program. It was explained that there was enough equipment <br />on hand and two complete crews and the plan suggested was to systematically cover <br />the entire city making repairs to the worst chuck holes bearing in mind that city \ <br />streets of the city will later on be resurfaced or rebuilt. This plan met with the <br />approval of the Council and it was agreed that the public would be informed through <br />the press promising that the Street Department Mould cover the entire city within <br />two months. <br />MAYOR WERDER ASKED THAT Councilmen give consideration and be prepared to name a member <br />of the Planning Commission and two new appointments to the Personnel Board at the y0w <br />next regular meeting. <br />COUNCIL ALSO DISCUSSED the problem of installation of water mains in new subdivisions. <br />CITY :,TANAGER EXPLAINED TO THE COUNCIL a problem which has arisen in connection with the <br />sewer treatment plant, the plans and specifications providing for piling to be <br />driven 25 to 30 feet whereas tests show that piling should be driven below the 50 <br />foot level. He explained further that he would contact Mr. Squire, Chief Engineer, <br />State Harbor Commission, San Francisco, in an effort to get some expert advice in <br />the matter. <br />COUNCILh:AN SPILLERS requested that the paint crew repair the stop sign on Jefferson <br />Avenue and Pennsylvania Street. . <br />MEETING adjourned.
