423 <br />MINUTES OF REGULAR MEETING <br />REDWOOD CITY COUNCIL <br />May 17th, 1948, 8:00 P. M. <br />ON ROLL CALL the following were present: Councilmen Carl A. Britschgi, Floyd D. Granger, <br />H. E. Holmquist, Albert H. Morgan, Jr., Robert V. Spillers, A. V. Swift, Mayor 11. M. <br />Werder, and City Clerk R. S. Dodge. Also present were: City Manager E. A. Rolison, <br />City Attorney C. B. Currie, Chief of Police C. L. Collins, City Collector Paul E. <br />Perrin, City Engineer Glenn Jain, Fire Chief J. L. Lodi, Assistant Engineer <br />H. L. Winter. <br />APPROVAL OR MINUTES. Minutes of the regular meeting of May erd and adjourned meeting of <br />May 6th were approved as mailed on motion of Councilman Morgan, seconded by Council- <br />man Swift, and carried. <br />APPLICATION FOR RESTAURANT LICENSE TO BE KNOWN AS Li'l Joe's Italian Kitchen, 1772 Broad- <br />way, was granted on motion of Councilman Surift, seconded by Councilman Spillers. <br />Councilman Britschgi was of the opinion that these applications should be submitted <br />to City Manager before being presented to Council, and recommended or disapproved <br />by him. Motion carried. <br />001,1MITNICATION FROM HELEN W. MYERS, SECRETARY OF LIBRARY BOARD OF TRUSTEE*, RE47 FSTING <br />Council to consider building of new branch Library in near future, library activity <br />having greatly increased and need is felt to meet this expansion. Letter also <br />stated bond issue of 1944 allotted funds for this purpose and plan for such a build- <br />ing in Stafford Park is on file in office of City Manager; requested information <br />as to exact location planned and how far Council had progressed with the plan. <br />r.. City Manager brought out that no definite location had been shown nor time deter- <br />mined when library should be built. It was the general opinion that a committee <br />should be appointed and Mayor Werder appointed Councilmen Granger and Spillers to <br />represent Council and meet with Library Board and report back with further infor- <br />mation entailing next steps to be taken, money having been provided for this project, <br />plans to come within amount of money available for this. <br />VICTOR FERRARI APPLIED FOR REFUND ON DEPOSIT OF $100 cash bond for guarantee in opening <br />grocery store at 1322 El Camino Real. Business was opened from larch 6th to April <br />30th, 1948, was not able to secure lease and closed. City Collector Perrin stated <br />bond was posted February 24th, 1948, and he was notified May 5th, 1948 that business <br />was closed; that he informed Mr. Ferrari bond was subject to forfeiture. Councilman <br />Holmquist added that this was the second time forfeiture of bonds had come up, that <br />this man had rented through a real estate agent, established his business, but <br />when drawing up lease, rental was out of line for his business. Mayor Werder in- <br />quired if Mr. Ferrari intended to re -open in Redixood City; Councilman Holmquist stated <br />Mr. Ferrari had moved to Richmond. Councilman Britschgi stated that Council had <br />established rules and regulations and City Collector's refusal to refund bond <br />deposit should be upheld by Council. Councilman Spillers moved bond be forteited, <br />►.� seconded by Councilman Britschgi, and carried. <br />CITY COLLECTOR PERRIN REQUESTED uANCELLATION OF CURRENT TAX ASSESSMENT ROLL TOTAING <br />$1,033.91 consisting of current taxes amounting to $372.80, major item being an <br />assessment of $345.97 against Robertson property on -Jefferson Avenue and Middlefield <br />Road, now owned by City; weed abatement taxes $661.11 representing a number of small <br />weed assessments on City owned and tax delinquent lots.
