Motion carried. Placed on agenda. <br />TRASH COLLECTION, OR REFUSE REMOVAL. City Manager reported at request of Council that <br />cost of this service would be reflected in tax rate, service to be performed by <br />City owned labor and equipment. Council was informed that few cities adhere to <br />the practice of including cost of such services in the general tax rate, since <br />property taxes in most cities are becoming excessive due to the high cost of govern- <br />ment resulting from public demand for expanding services. Recent tendency is to <br />put such services as garbage and refuse disposal on a self-supporting basis by <br />assessing cost of such service to the particular individual receiving benefits. <br />Practice of placing trimmings, etc., upon street, sidewalk or alley, in view of the <br />general public as suggested, is undesirable and rapidly becoming abondoned. In <br />addition to public service, the City would need two trucks which would cost approx- <br />imately $3500 per truck, a total of $7,000, plus labor and operating costs of <br />approximately $1000 per month each, if manned by three men, which is the usual <br />practice. On this basis it would be necessary to provide this at taxpayers expense. <br />City Manager Rolison recommended that present arrangement be continued whereby City <br />-makes a nominal charge for this service when called upon. Councilman Morgan moved <br />the the City Manager's recommendation be accepted and not start another system <br />Incurring greater expense, seconded by Councilman Swift. Councilman Britsehgi <br />inquired who, other than Police Department, enforces City Ordinances and objected <br />to people throwing refuse on empty lots and suggested that any City employee obser4- <br />Ing such practice report it for investigation and correction. Fire Chief Lodi said <br />it was not a fair practice as it took more time to burn and the property owner had <br />to bear the expense. Motion carried. <br />KENSINGTON SQUARE SEWER. City Engineer Jain reported that no petition had been received <br />on this. Mrs. Clark came forward with petitions and stated they had 80 names so far. <br />Mayor Werder suggested that matter be kept on agenda if no objection. Councilman <br />Holmquist moved this be kept on the agenda for the next meeting, seconded by <br />Councilman Sillers, and carried. <br />RECOMMENDATION RECREATION COMMISSION REGARDING YACHT HARBOR. Discussion of Recreation <br />Commission's proposal to transfer the maintenance and operation of the Yacht Harbor <br />back to the Port Commission was entered into. Councilman Britschgi moved approval <br />of the Recreation Commission recommendation. Motion was lost for want of a second. <br />After further discussion it was decided that a meeting should.be arranged between <br />members of the Recreation Department, Port Commissioners and a representative of <br />the Sequoia Yacht Club. This was placed on the agenda. <br />RECREATION BUILDING FOR HOOVER SCHOOL. City Manager reported that $700 had been put in <br />the 1948-49 budget and the Council would have opportunity to take action on same. <br />JOHNSON STREET AND ALLEYS. City Engineer stated that more names should be secured on <br />petitions before starting on this. City Manager advised that overhead would be <br />as much for four alleys as it would be for twelve. After discussion it was decided <br />that City Clerk Dodge should write petitioners advising that they should secure <br />more names to their petition if possible. Carried on agenda. <br />APPOINTMENTS: PERSONNEL BOARD AND PLANNING COMMISSION.
