Motion was carried and Don Wilson was elected unanimously for the position <br />vacated by Albert H. Morgan, Jr. <br />Council was advised that the Personnel Board desired to know who the members would be <br />and the following were named to the Personnel Board, it being understood that their <br />appointments would be confirmed at the next meeting. Councilman Britschgi named <br />Fred McGuire of the Standard Oil Company. Mr. McGuire having had experience with <br />labor relations, Councilman Britschgi thought he would be a good assistant to help <br />with some of the City Manager's problems._ Councilman Spillers named Dr. A. E. O'Neill, <br />who was retired and would have time to spend on this job. Councilman Granger named <br />4.. Tom Cutting for re -appointment. Councilman Morgan named Gene Hoffman for re- <br />appointment and Herbert Coulter. The five above named were to be considered for <br />appointment to the Personnel Board. This was placed on the agenda. <br />COUNCILMAN MORGAN FOLLOWED UP COUNCILMAN BRITSCHGI'S COMMENT ON QUESTION OF WHO ENFORCES <br />ORDINANCES. Councilman Britschgi stated all realized that each department was busy, <br />but that anyone working for the City and noting violations were responsible to <br />report same to the City Manager just as they would report a fire or call the police. <br />Fire Chief Lodi said it was not a fair practice to dump refuse in another's lot as <br />it took 1/5 more time to burn and the property owner had to bear the expense. It <br />was decided that the ordinances should be studied. <br />COUNCILMAN SWIFT OBJECTED TO FIVE UNSIGHTLY TELEPHONE POLES BETWEEN MIDDLEFIELD AND <br />BROADWAY ON JEFFERSON, stating that the City requested him to put in a special con- <br />duit to accomodate special lines or cables underground. He had talked with Mr. <br />Blom, former City Manager, at the time about removing them and he was to take the <br />matter up with the Telephone Company but during the war there was difficulty in <br />getting supplies. There were more poles farther down the street. Councilman Morgan <br />inquired if they were in use. Councilman Swift replied they carried a telephone cable. <br />Councilman Britschgi suggested City Manager check into this with John Layne_, the <br />money having been spent for conduit, the poles should be removed. Mayor Werder <br />asked that the City Manager report on this. <br />COUNCILMAN GRANGER MENTIONED THE BROKEN SIDEWALK ON JAMES STREET NEAR THE DEPOT which <br />should be repaired. The City Engineer is to check on this. <br />COUNCILMAN GRANGER ASKED ABOUT THE POSSIBILITY OF PERIODIC REPORTS ON CONDEMNATION PRO- <br />CEEDINGS, AND DEPARTMENT -REPORTS, so the Council would have an overall picture of <br />the various departments at all times. City Manager Rolison stated that reports <br />could be consolidated, that some reports are routine matters such as police and <br />fire report of activities. <br />COUNCILMAN GRANGER STATED it was difficult to find ads in the newspaper for employees <br />and thought they should be placed in a more advantageous and noticeable spot so <br />there would be more persons applying to take examinations for positions. <br />COUNCILMAN HOLMQUIST STATED THAT HE WANTED RECORDS TO SHOW and have understood clearly <br />that redrock was not dumped on private property with reference to Broadway, as he <br />thought minutes of previous meeting indicated. <br />ABATEMENT 537-541 MIDDLEFIELD ROAD, BENEDICT AND ANGELA ASSENZA, 734 Menlo Avenue, <br />Menlo Park. Building Inspector and Fire Inspector reported that this 10 room, 2 <br />story building has: 1. No foundation, 2. Floors sinking, 3. Wiring in poor <br />
