Mitigation: Mitigation $-2. fn addition to the project�proposed sustainability measures <br /> described in chapter 3 {Project Description} of the Draf1 EIR, which include a <br /> Transportation Demand Management (TDM) program, implement the folEowing <br /> measure: <br /> Minimize testing of the new generators to reduce ROG emissions. New generatar <br /> emissions, as computed an an annual basis, shall be reduced by 30 percent ar <br /> greater. This could be achieved in a number af ways: <br /> 1. Instal�fewer than the assumed 13 new�enerators; <br /> 2. lnstall generatars with lower emissions {in this case,smalfer generatars); <br /> 3. Test new generators at Iower runr�ing loads {the analysis assumed 100- <br /> percent load, so 50-percent load wauld reduce emissians);andlor <br /> 4. Reduce the number af annual#esting hours. <br /> The appficant shail submit an analysis of the new generator emissions prior to <br /> installing more than five new genera#ors at the project develapment site. <br /> Finding: Implementation of Mitigation 8-2 would reduce ROG emissions by 2.7 pounds <br /> �er day, resufting in tota! ROG emissions of 53.1 pounds per day (below the <br /> BAAQMD significance threshold of 5�4 pounds per day), a less-than-srgrr�cant <br /> rmpacf. However, this mitigation measure would reduce PMio emissions by a <br /> mfnimai amoiant, leaving PM,o emissions above the BAAQMD significance <br /> threshold and resulting in a significant uRavoidable project and cumulative <br /> operatiorra!air qualifjr rmpac�. <br /> Facts iiir� Support of Finding: 1n combination wRth the project-proposed TDM program, <br /> implementation of M+tigatio� 8-2 wauld reduce the project's operational ROG <br /> emissions to a less-than-significant level by minimizing generator testing. <br /> Howe►►er, e�en with all feasible mitigation, operational PM�o emissions wauld <br /> exceed the BAAQMD threshold, due mainly to overall traffic generated by full <br /> buildout of the project, resulting in a significant unavoidable preject and <br /> cumulative operational air quality impact. These facts are described and <br /> quanti�ed in Draft EIR chapter S (Air Quality) on pages 8-1 through 8-28, Draft <br /> EIR appendix 21.4 (Supplemental Air Quality and Cfimate Change Information), <br /> and Final EIR appendix B (Supplemental Bay Area Air Quality Management <br /> District [BAAQMD] Information}, which are hereby incorporated by reference. <br /> impact: Impact 8-3: Community Risk and Hazarc! Impacts.
