Mitigation: Mitigation 8-3. Buffer the child care center ftom existinc and planned ernission <br /> sources, and include praject features to reduce TAC ar�d PMz.s exposure from a�r <br /> pollutant sources--which snclude U5 101 trafFic, the Tyco Thermal Controls <br /> facility, and existing and proposed generators--through the follawing measures: <br /> 1. When construction of a child care center is propased, conduct site-specific <br /> detailed analysis to determine the child care cer�ter's TAC and PM2.s ex�osures. <br /> The analysis shauld be utilized to gui�e final design and siting of the child care <br /> facility and determine the le�el of ventilation/ filtration necessary to ensure that <br /> indoor concentrations will be less-than-sign�cant. <br /> 2. E�aluate and appropriately buffer the child care center from existing diesel <br /> generatars at khe Stanford Medicine Outpatient Center and 550 Broadway, and <br /> any ather sources near the Precise Plan area ident�ed by �AAQMD at the time <br /> such analysis is undertaken. <br /> 3. Ensure that the ventilation�ftration systems in the child care center result in <br /> ar� indoor cancer risk of less tha� 10 ir� one miliion and annual PMz.s <br /> concentrations af less than 0.3 �glm3 from any single soufce or less than �00 ir� <br /> one million cancer risk and ann�al PMZ.S cancentrations of less than 0.8 �glrn3 <br /> from cumulative resources. <br /> 4. Cansider tiered plarttings of trees between #he child care center ar�d air <br /> poliutant sources such as the freeway, exRs#ing and planned generators, and the <br /> Tyca Thermal Controls facility. <br /> 5. A�aid location of any truck loading zones near the child care facility. <br /> 6. With respect to outdoar use areas for fhe child care center, impacts from <br /> L!S 101 shall be mitigated by placing the child care center more than 700 feet <br /> from the freeway. Based on currently available information, the impact from Tyco <br /> Thermal Cor�trols cannot be mitigated to a less-than-significant level because the <br /> ele�ated PM2.s levels from the facility extend across the ent�re project <br /> development site. If the Tyco Thermal Controls facility rem�ins in operation at the <br /> time of canstr�ction of the child care center, and if the detailed analysis <br /> described abov� shows PM2.s le�els exceeding the a.3 {�glm3 standard <br /> throughout the de�efapment site, construction and operation of a child care <br /> center on the development site shall be prohibited. If the detailed analysis shows <br /> that some or all of the development site wou�d be expased to PM�.S levels lower <br /> than 0.3 Ng/m3, the outdoor use area for the child care center shail be si#ed in <br /> ane of those lacations. <br /> Finding: Implementatio� of Mitigation 8-3 wauld reduce community fisk and hazard <br /> impacts to a less-tharrsignificant Isvel. <br /> Facts in Support of Finding: Implementation of Mitigation 8-3 would reduce the praject's <br /> corrtmunity risk and hazard impacts to a less-than-significant level by buffering <br /> the proposed child care center from existing and planned emission sources and <br /> including project features to reduce exposure from air pollutant sources, as <br /> described and quantified in Draft EIR chapter 8 (Air Qualityj on pages $-1 <br /> ATTY/RE50.2898/PC RE50 RECONkMENQING 57ANFORD EIR CfRTIFICATION <br /> REV:08-15-13 VR <br /> Page 13 of 56 <br />
