C. Historic Resources (Ampex sign, Warnecke plaza ar�d fountains and 425 <br /> Broadway building) Impac#s: <br /> 1. Impact 14-1: Historic Resources (Project and Cumulative) lmpacts <br /> WHEREAS, the DEIR's Culturaf and HistorECal Resources Chapter analysis <br /> (Impact/Mitigation 14-1) determined that three separate resources related ta the Ampex <br /> campus, the Ampex sign, Warnecke plaza and fountain and 425 Braadway building, are <br /> not listed on the Na#ional or State Historic Registers or on any histarical resou�ce sutvey <br /> but that they coulc! be de#ermined to have Iocal historic sEgnificance even though they <br /> are not currently on a local historical listing. Based on this potential, the EIR anaiysis <br /> determined that the removal of the three resources could represent potentially <br /> signifcant unavoidable project and cumulative impacts; and <br /> WHEREAS, CEQA Guidelines section 15064.5{a)(4) allows a lead agency to <br /> determine that a resource is a historic resource despite the fact that the resource is nat <br /> listed in the California Register of Historical Resources, a local register of histflrical <br /> resources, or a historical resources survey; and <br /> WHEREAS, on Febr�aary 9, 20�2, the Historic Resources Advisory Committee <br /> (HRAC) held a meeting and made recommendations to the Pfanning Commission <br /> including recommendatians regarding contact with the Ampex campus architect and <br /> regarding the #reatment of the fhree separate reso�rces related to the Ampex campus: <br /> the Ampex sign, Warnecke plaza and fountain and 425 Broadway �uildi�g; and <br /> WHEREAS, on Fe�ruary 21, 2012, the Pla�ning Cammission held a dufy noticed <br /> public hearing and received public testimony on the DEIR. The City received a number <br /> of letters and emails from the public, responsible agencies, and interested part�es an� <br /> fiecommenda#ions from th� HRAC, as noted abave, during and after the DEIR public <br /> review period; and <br /> WHEREAS, on Apr�l 12, 2012, the HRAC provided an update regarding contact <br /> with the Ampex campus architect and clarifcation af their prior recommendation to the <br /> Planning Cammissian that the Ampex sign, Warnecke fauntain and pfaza, and the 425 <br /> Broadway building are h�storic resources of aesthetic, educatEOnal, cultural, and <br /> architectural significance to the citizens of the City under Redwaod City Municipal Code <br /> Section 40.3. Thus, the HRAC concluded tha# the three resources have special <br /> meaning to the community and therefare their removal would constitute a significant <br /> unavoidabEe impact �nder DEIR Sectian 14.1 (Cultura! and Historic Resflurces <br /> Chapter). In addition, the HRAC recammended revising the DPR rating of the tf�ree <br /> separate resources related to the Ampex campus to Status Cade 5 such that these <br /> resources are recognized as historfcally signifrcant to Redwood City; and <br /> WHEREAS, the City prepared written respanses to the comments received <br /> during the comment period ar�d �ncluded these responses in the Final Environmental <br /> Impact Repor� for the Stanford in Redwood City Precise Plan Project and alsa pfepared <br /> a document entitled Re�isions to the Final Environmental Impact Report to make minor, <br /> ATTY/RES0.2898/PC RESQ RECOMNlENDING STANFORD EIR CERTIFICATION <br /> REV;08-15-13 VR <br /> Page 4 uf 56 <br />
