capacity for the proposed increment of de�eiopment's peak wastewater flow rate. <br /> If an inadequacy is found and the proposed increment of developmertt represents <br /> th� entire cause of the ca�acity shortFall, the applicant shall bear full <br /> responsibility far ft�nding the required impravements to FOSMD's system; if the <br /> proposed increment of development does not repr�sent the er�tire cause of such <br /> an it�capacity, the applicar�t shall pay its fair share o# the cost of such <br /> impro�ements. <br /> Finding: Implementation of Mitigatian 10-2 in accardance with the policies and standards <br /> of the FOSMD Master Plan would reduce the identified wastewater collectian <br /> system capacity impact to a less-tha�-signifrcant level. <br /> Facts in Support of Finding: �mplem�ntatian af Mitigatior� 90-2 would reduce the project <br /> impact on wastewater collection system capacity to a less-than-sign�cant le�el <br /> thraugh a collaborative effort between tf�e applicant's engineer, Fair Oaks Sewer <br /> Maintenance District (FOSMD), and San Mateo County Engineering Department <br /> in accordance with the FOSMD Master Pfan. These facts are described and <br /> quantified in Draft EIR chapter 10 (Utilitiesj, section 10.2 {Wastewater}, on pages <br /> 10-16 through 10-22, and appendix 21.5 (Supplemental Public Utilities <br /> Informatian), which are hereby incarporated by reference. <br /> Impact: Impact 10-3: Increased REsk of Flooding Resulting fram Loss of Existing <br /> DeteRtion 5torage. The project de�elopment site would be substantially <br /> recanfigured, with replacement of all exis#ing buildings and elimination af a large <br /> part of the existing at-grade parking. If the associated regrading and construction <br /> of new buildings reduces the existing valume of on-site detention storage, fload <br /> le�els on the project development site and elsewhere within the basin couEd rise <br /> compared to current conditions. <br /> Mitigation: Mitigation 14-3. The praject shall not increase off-site flooding compared to <br /> existing conditions. Finished grades within the porkions of the project <br /> developmen# site located outside the proposed building envelopes shall be set at <br /> an average elevation that maintains, at a minimum, the existing volume of on-site <br /> stormwater detention storage, until such time as the City's downstream discharge <br /> canstraints (e.g., Bayfront Canal) are resolved and the storage is no lor�ger <br /> needed to protect the �raject impro�ements and improved properties in the <br /> adjoining neighborhoods. <br /> Project grading requirements would be based on a detailed, design-level study <br /> prepared by the project engineer and approved by the City Building, <br /> lnfrastructure, and Tra�sportation Department. 7he study Would document the <br /> volume of storage currently available on the praject development si#e and <br /> establish proposed grades to replicat� this existing storage condition following <br /> construction of the proposed ►�ew buildings. The stormwater detention potential <br /> of the project-proposed approximately 2.4-acre publicly accessible open space <br /> and of#he project-proposed greenway shall be incorporated into the design-level <br /> study. Ir� addition, all proposed impro�ements that are not elsr►ated aba�e the <br /> 100-year flood elevation would f�ave to be flood-proofed or otherwise protec#ed <br /> from the efFects of high wat�r.
