Exhibit B ��NDING5 REGARDING ALTERNATIVES Summary of Discussion of Alternati�es in the Final EfR Tne Fina! EIR evaluates a number of potential alternatives to t�e Project. The EIR examines the e�vironmental impacts of eacl� alternati�e in camparison with the Project and the relative abili#y of each alternative ta satisfy praject objecti�es, The �IR alsa describes the criteria used to identify a range of reasona�le alternatives for review in the EIR and describes proposals that the City cancluded did not merit additianal, more-detailed re�iew because t#�ey did not present viable alternatives to ihe Project. TF�s City CounciPs Findings Reiating to Alterna#ives In making these findings, the City Council certifes that it has independently re�iewed and considered the information on afternati�es pro�ided in the Final EIR, including the informatian provided in comments on the Draft EIR and the responses to those comments in the Final EIR. The Final EIR's discussion and analysis of these alternatives is nat repeated in these findings, but the discussion and analysis af the alternatives in the Final E�R is incorporated in these findings by reference. The Final EIR describes and e�aluates in detail five alternatives to the Project. The City Council has adapted mitigation measures khat mitigate the signifrcant environmental effects of the Project. While these mitigation measures will not mitigate all Project impacts to a less than significant level, they wili mitigate those impacts to a level that the City Council fnds is accepta�afe. The City Council finds that only the Project would satisiy alf of the Project Objecti�es. The City Council finds that the remaining alternatives are unable to satisfy the praject objectives ta the same degree as the Praject. The City Council further finds that, on ba�ance, none of the remaining alternatives has enviranmental advantages aver the Project that are sufficiently great to justify approval of such an alternati�e instead of the Project, in light of each such alternative's inability to satisfy th� project objectives to the same degree as the Project. Accordingly, the City Council has determined to approve the Project instead of approving one of the remaining alternatives. In making this determination, the City Counci! finds that when compared to the other alternati�es describ�d and e�aluated in the Final EIR, the Project, as mitigated, provides a reasonable balance between fully satisfying the project abjectives and reducing potential environmental impacts to an acceptable level. The City Council further finds and determines that the Praject shouid be approved, rather than one of the ather alternatives, for the reasons set forth beiow.
