Appointment to the Parks, Recreation and Community Services <br /> Commission for one unexpired seat ending May 31, 2014 <br /> Recommendation: <br /> By roll call vote, appoint one applicant to one unexpired seat on the Parks <br /> Recreation and Community Services Commission. The list of applicants <br /> selected for consideration includes: Margaret McDonough Becker, Richard <br /> Hunter and Anne Palu. <br /> By roll call vote the City Council appointed Rick Hunter to the unexpired seat on the <br /> Parks, Recreation and Community Services Commission with five votes in favor <br /> (Council Members Foust, Ira, Pierce, Seybert, and Vice Mayor Gee). Mayor Aguirre <br /> and Council Member Bain voted for Anne Palu. MINUTE ORDER 13-079 <br /> B. Revised Capital Improvement Program budget for fiscal year 2013-14 <br /> Recommendation: <br /> Review the proposed revisions to the Capital Improvement Program (CIP) <br /> budget for fiscal year 2013-14 and provide direction to staff. <br /> Dr. Bell, City Manager, said there will be two CIP updates - one for the City and one for <br /> the Port and the wharf. The City update is for the two-year program and the second <br /> year of the program will begin this coming July. Mr. Ikbal, City Engineer, continued with <br /> the updates (presentation on file) to the community, which included Woodside Road <br /> Landscape Improvements; Redwood Creek Channel; program funding; Gateways (sign) <br /> Replacement; various buildings and facilities; parks and streetscapes, including <br /> Roosevelt Street Phase III; the storm drainage system; Redwood Shores Lagoon <br /> Dredging; the Water Fund and Program; Sewer Fund and Program; Transportation <br /> Program; Streets - Slurry Seal Project; and Streetscapes. <br /> One Council Member requested that staff provide an update to the community about the <br /> Roosevelt Street Phase III undergrounding district in the near future. One Council <br /> Member wanted to see a map of the Redwood Creek and consider co-locations when <br /> looking at water tanks and other possible uses for the space, such as park use. In <br /> response to a question about the best location of the City's southern gateway sign, Mr. <br /> Ekern explained that the current location is the best site given Caltrans requirements. <br /> Vice Mayor Gee said it is healthy to look at different fund sources and asked staff to <br /> provide a letter grade on the condition of the infrastructure. Mr. Ekern opined that the <br /> City's infrastructure is good, in relation to other systems in the Bay Area, and it is at <br /> least a "B" level.
