a) Reviews the City of Redwood City General Plan and identify relevant policies and <br /> programs related to hazards and hazardous materials that would guide <br /> development and allowable land uses in the Study Area. <br /> b) Summarizes a records search of public documents and databases containing <br /> information on releases of hazardous materials affecting the Study Area, <br /> including: <br /> • Auailable CEQA and planning documents, such as the Redwood City <br /> General Plan and Police Station EIRs, the San Mateo County Sheriff's <br /> Office Replacement Jail Facility IS/MND, and CEQA documents prepared <br /> for properties on Chemical Way and Bloomquist Street. <br /> • San Mateo County Department of Environmental Health records <br /> pertaining to hazardous materials business plans, waste and used tire <br /> permits, and underground storage tanks. <br /> • The Califomia Department of Toxic Substances EnviroStor database <br /> * The State Water Resources Control Boards GeoTracker database <br /> • U.S. EPA Envirofacts database <br /> • The Study Area plus a one-quarter mile boundary around the Study Area. <br /> c) Where available, compares information on soil and groundwater contamination <br /> levels of known contaminated sites against documented State/Regional Water <br /> Quality Control Board maximum contaminant levels and environmental screening <br /> levels for industrial, commercial, and residential uses to see if contamination <br /> levels preclude certain kinds of development within portions of the Study Area. <br /> d) Specifically identifies and maps the presence of any sites in or within one-quarter <br /> mile of the Study Area that are included on the list of hazardous materials sites <br /> compiled pursuant to Government Code Section 65962.5 (the Cortese List). <br /> Identify any Brownfield properties within one-quarter mile of the Study Area. <br /> e) Identifies and maps major roadways where aerially-deposited lead may be <br /> deposited and describe the reguiatory thresholds, testing and removal <br /> requirements. Identify any land use restrictions along major roadway corridors <br /> due to aerial deposited lead. <br /> f) Identifies if any of the following are near the project area, and if so, list and map <br /> these uses and assess whether they could influence development in the Study <br /> Area: <br /> • Schools <br /> � Airport land use plan areas and/or airport-related surfaces, such as the <br /> primary runway zones or outer horizontal planes (San Carlos Airport) <br /> REV:08-13-13 VR <br /> Page 13 of 18 <br /> ATTY/AGR2013.01191ESA/Draft Baseline Study Reports <br />
