Task C: Expanded EIR Alternatives <br /> Additional work is required to define and evaluate additional alternatives to be addressed in <br /> the IHSP EIR. The following modifications to the Alternatives Analysis task and related <br /> sections of the original approved ESA scope of services reflect the additional work. <br /> a) The Alterr�atives Anatysis will describe and evaluate two (2) no praject altematives <br /> and three (3)alternative land use scenarios. <br /> All Altematities. This task assumes at least one of the three altemative land use <br /> scenarios will reduce or avoid significant impacts identified with the preferred scenario <br /> (the Specific Plan Maximum Theoretic Buildout). This task assumes that ESA will <br /> collaborate with the Specific Plan Team (City and MIG) to define the development <br /> program—(proposed land uses by uniUkey count and/or square footage) for each <br /> altemative. This task assumes that the Specific Plan Team will identify#or €SA,-any <br /> substantive differences in proposed policies compared to the preferred scenario. This <br /> task assumes that MIG will provide an illustrative land use diagram for each altemative, <br /> including the No Project Alternatives described below, utilizing diagrams previously <br /> prepared for the Specific Plan where appropriate. <br /> More Intensive Altemative - Exqanded Commercial Office Scenario. One of the three <br /> altemative land use scenarios will qualitatively assess a more intensive land use <br /> scenario compared to the preferred scenario. Specifically, the more intensive <br /> alternative would consider the proposed development program of the Harbor View <br /> Place project to occur on the "Inner Harbor-2 (IH-2)" area of the Draft IHSP (instead of <br /> the development envisioned for IH-2 with the IHSP MTB). Further,this altemative would <br /> consider the most expansive project site that may be developed for Harbor View Place: <br /> IH-2 in addition to all remaining parcels west of Seaport Drive, which includes parcels <br /> that may not be in the project sponsor's control prior to publication of the IHSP Draft <br /> EIR. (Note that this Harbor View Place project site is larger than that to be fully <br /> analyzed in the IHSP EIR at a project level.) <br /> "No Project" Altematives. The EIR will assess two no project alternatives. The CEQA- <br /> required no project altemative will consider development that would likely occur in the <br /> Specific Plan Area pursuant to the natural course of growth under the existing General <br /> Plan (2010). The zoning in the Specific Plan Area has not yet been updated to be <br /> consistenf with the 2010 General Plan, therefore the City has determined that the EIR <br /> shall assess an additional no project alternative, potentially one that limits an assumed <br /> natural course of growth to that permitted under the existing zoning, to the extent that it <br /> is within allowances currently permitted by the 2010 General Plan. Thus, the no project <br /> alternative in the IHSP EIR is not the same as the CEQA baseline conditions against <br /> which the effects of the Specific Plan will be measured. <br /> Comparative Analysis. The comparative impacts of eacM alternative (compared to the <br /> preferred alternative scenario) will be discussed qualitatively {"greater than/less than") <br /> based on qualitative travel demand (trip generation) prepared for each of the five <br /> altematives. Fehr & Peers will develop trip generation forecasts for each of the five <br /> altematives using the same methods presented in the Inner <br /> REV:06-15-15 VR <br /> Page 5 of 18 <br /> ATTY/AGR.Amend No.2/ESA Inner Harbor EIR Amendment No.2 <br />
