The level of effort assumed for the additional work for this task <br /> acknowledges that much of the analysis in the program-level IHSP EIR will provide the <br /> setting and programmatic analysis which encompasses the project-level setting and analysis. <br /> Also, some initial work formulating project-specific trip generation and assessing site <br /> circulation has been conducted as part of the Expanded EIR Alternatives (Task D), <br /> specifically for the "more intensive commercial"scenario that assumes the Harbor View Place <br /> development and layout. All assumptions, deliverables, and other overarching aspects of <br /> ESA's approved scope of work for the IHSP EIR shall apply to this work. <br /> The additional services are presented in two parts (1)Work Program, (2) Technical Tasks <br /> and Assumptions. <br /> 1. Work Program <br /> Task 2.1: Supplement EIR Project Description. (SupplemenfsApproved EIR <br /> Task 2:Prepare Preliminary Project Description) <br /> ESA will use all available information provided by the Harbor View Place project sponsor to <br /> supplement the Project Description chapter. ESA will incorporate the Harbor View Place <br /> description into the ADEIR document for initial City review. ESA's work will be based on a <br /> project narrative and updated plans, exhibits, and reports describing the project. <br /> 1 The expanded Harbor View Place site plan dated 1/612015 corresponds with the IHSP IH-2 area,in addition to the 3.29-acre"PS-3" parcel at the <br /> southwest comer of Blomquist and Seaport Avenue.(Note this area is less than the Harbor View Place project site assumed for the"More <br /> Intensive AltemaGve-F�cpanded Commercial Office Scenario"defined for the EIR Aftematives analysis <br /> Task 5.1: Prepare Project-Level CEQA Analysis.(Supplements Approved EIR Task 5: <br /> Prepare Draft EIR) <br /> ESA will prepare the project-level analysis of all resource topics pursuant to the requirements <br /> of the CEQA, Califomia Public Resources Code Sections 21000 et sequitur, and CEQA <br /> Guidelines, Title 14, California Code of Regulations 15000 et seq. All technical analysis for <br /> the Harbor View Place project will be incorporated in the body of the IHSP EIR and discretely <br /> presented so that the project-level effects and mitigation measures (if any) are distinct from <br /> the program-level effects and mitigation measures for the Specific Plan. As necessary, all <br /> supporting technical detail for the project analysis will be included in an appendix to the IHSP <br /> EIR. Detailed tasks are described in Table E-1 in Section 2, below. <br /> Task 6.1: Response to Comments and MMRP. (Supplements Approved EIR Task <br /> 6: Prepare Response to Comments/ Final EIR and MMRP) <br /> This task assumes that the project-specific analysis of the Harbor View Place project will <br /> garner specific public comments.
