With
the recommended change, staff can advise the City Manager of the need and the
amended documents can easily be coordinated with the City Attorney's Office.
Staff does not recommend extending this authority for the use of public property for
communication antennas and other such devices. The installation of these runs through
the City's permitting process and has considerable public input. Staff believes the
licensing of the property for this use should also allow for public input and has adopted
an internal policy requiring all proposals to use City property for cell towers be reviewed
by the Council's Utility Committee.
ALTERNATIVES
The process can remain unchanged.
FISCAL IMPACT
No fiscal impact.
ENVIRONMENTAL REVIEW
This activity is not a project under CEQA as defined in CEQA Guidelines, section
15378, because the policy amendment and the resolution, if adopted, set forth general
administrative policies and procedures regarding interim use license agreements for
City property; This has no potential for resulting in either a direct or foreseeable physical
change in the environment.
G
BILL EKERN
COMMUNITY DEVELOPMENT DIRECTOR
ROBERT B.
