APPENDIX A: MITIGATION MONITORING AND REPORTING PROGRAM <br />Mitigation Measure Biology -12: None of the 45 trees proposed for removal in <br />Phase Il may be removed until the applicant has complied with mitigation measure <br />Biology -13. The removal of these 45 trees shall be reviewed on a lot by lot basis as <br />each property owner requests a building permit for each residence. Approval for tree <br />removals shall be granted concurrently with residential building permits. <br />Mitigation Measure Biology -13: Upon submittal of an improvement agreement and <br />plan for the roadway, utility, and drainage improvements and/or building permits for <br />individual building permits for construction of residences, the applicant or individual lot <br />owner shall submit a tree valuation report identifying the number of trees to be <br />removed from the lot(s) and their value based on species, size, and condition for <br />review and approval by the City Arborist. The report shall include detailed plans for the <br />replacement of the removed trees. Trees must be replaced in kind and quantity to the <br />satisfaction of the City Arborist. The applicant shall comply with all recommendations <br />and requirements of the approved report, including the tree replacement plan. <br />Mitigation Measure Biology -14: A certified arborist, registered consulting arborist, or <br />registered professional forester shall be retained to act as the Project Arborist. The <br />Project Arborist's role shall be to monitor construction activities that may impact the <br />health of the trees onsite.
