8.A. -Page 107
249 Pamela Drive, #31
Mountain View, CA 94040
August 1, 2000
Ms. Patricia Howe, City Clerk
City ofRedwood City
1017 Middlefield Road
Redwood City, CA 94064
Re: Appeal of the Planning Department's denial for a building permit for Lot 21 on Laurel Way.
Dear Ms. Howe:
We are herein appealing to the City Council the Planning Department's denial of a building permit for Lot
2I on Laurel Way. We believe that a building permit should be granted for the reasons outlined in the
letter sent to Mr. Thomas Passanisi, of the Planning Department, dated June 7, 2000 (enclosed).
The street of Laurel Way has been in limbo since the public hearing held in 1971, at which time a resolution
was adopted abandoning the improvement project for Laurel Way. The 1985 planning recommendations
and the 1988 adoption of the staff report have placed a quasi moratorium on the property that is still in
existence today.
It should be noted that despite the 1985 planning report recommending that no property should be allowed
to be built beyond the end of the street, the Council granted a building permit in December, 1986. The
owner was allowed to spec build a house and extend the street and utilities to his parcel.
Lot 21 is an in -fill lot near the beginning of the street with houses all around it. The property is located
along the improved frontage of Laurel Way and has all utilities. As discussed in our letter to Mr. Passanisi,
Lot 21 does not have anything to do with the other lots beyond the paved end of the street. Lot 21, which
has no unusual building problems, is getting tied down simply because it happens to be located on the same
street as some problem lots. If Lot 21 were located on any other street, it would have been built today. It
would not be fair to require us to complete improvement plans and an EIR for the entire area when Lot 21
is buildable on its own merits.
We feel Lot 21 is a buildable lot and is unfairly trapped in a policy meant for problem lots located on the
unpaved and far end section of Laurel Way. We are not asking for unreasonable consideration. We only
want to have our property judged on its own merits.
Thank you for your consideration.
Sincerely,
L kdrlres Broucho6ud'
Thomas Brouchoud
cc: Mr. Thomas Passanisi
