MainlMiddlefield Housing site additional testing and monitoring, and work plan for <br /> removal of contaminants (Subsurface Consultants) (1402-04) <br /> REPORT: Redevelopment Agency Executive Director, December 12, 1994 <br /> Housing Coordinator Jones-Thomas presented the staff report and advised that <br /> additional testing of the site revealed higher concentration of contaminants than previously <br /> reported, and the San Mateo County Health Department is requiring the installation of <br /> additional monitoring wells for groundwater testing. <br /> Subsurface Consultants Geotechnical Engineer Scott Leek showed a slide and <br /> described area of contamination between City Hall culvert and MainlMiddlefield housing <br /> site. In response to Director Sanfilipo's questions, Mr. Leck advised that if the <br /> contaminants move, the direction would be towards the culvert not the Library parking lot. <br /> In response to Director Buchan's questions regarding Mobil Oil's responsibility in the <br /> removal of the contaminants, Redevelopment Agency Attorney Schricker advised that his <br /> office "had made demands on Mobil Oil. We did some months ago. In that context they <br /> had asked for further information..... and a further investigation was required which they <br /> are entitled to have......In November, however, we heightened our approach and made the <br /> demand under a provision of the law with respect to the Community Redevelopment Act, <br /> known as the Polanco Bill, which puts them on notice that we intend to obtain <br /> immunity..... as a Redevelopment Agency under that Act, and in that context they are <br /> required to provide a remediation plan. They have 60 days in which to answer our <br /> demand, and thereafter 60 days to provide a remediation action plan. We are in the first 60 <br /> days....right now."
