8.B. - Page 71 <br /> density development,interior noise levels at Lots 1 and 2 could exceed City and State noise <br /> standards. <br /> Impact NOI-1: Lots 1 and 2 of the proposed project could be exposed to exterior noise levels <br /> that are in excess of the City's normally acceptable noise levels for residential <br /> medium-density development. Interior noise exposures at Lot 1 and Lot 2 <br /> could,therefore, exceed the City of Redwood City and Title 24 noise <br /> standards. (Significant Impact) <br /> Miti�ation Measure: The following mitigation measure would reduce interior noise impacts at Lots <br /> 1 and 2 to a less than significant level: <br /> MM-NOI-1: Prior to the issuance of building permits, a detailed acoustical analysis,in <br /> conformance with California Noise Insulation Standards in Title 24,Part 2 of <br /> the California Code of regulations (California Building Code),will be <br /> required for final design of the proposed dwelling units at Lots 1 and 2. The <br /> project will incorporate sound control treatments to meet an interior Ld„ of 45 <br /> dBA or less (with the windows closed)to the satisfaction of the City Building <br /> Official. (Less Than Significant impact) <br /> Airport Noise <br /> The project site is not located within two miles of any private airport or within the San Carlos Airport <br /> noise contours. The project would not expose future residents to excessive noise levels caused by <br /> aircraft flyovers. (No Impact) <br /> 4.12.2.2 Noise Impacts from the Project <br /> Traffic Noise <br /> Implementation of the proposed project would not substantially increase traffic noise levels in the <br /> project area. Typically,in high noise environments,if a project would cause ambient noise levels to <br /> increase by more than 3 dBA at noise-sensitive receptors,the impact is considered significant. For a <br /> perceptible increase (3 dBA)in the ambient noise level,traffic trips need to double in the project <br /> area. Valota Road has appro�mately 7,200 vehicle trips per day.31 The project would generate <br /> approximately 50 trips per day,which is 40 trips per day more than existing conditions. Traffic <br /> generated by the proposed project would represent a fraction of the total daily traffic trips on Valota <br /> Road and would not result in a noise increase of over 3 dBA. Since the project would not cause an <br /> increase in noise levels in the project area of three dBA or more,it would have a less than significant <br /> long-term noise impact on the nearby residential land uses. (Less Than Significant Impact) <br /> Construction Noise <br /> Construction activities would require the use of heavy equipment during demolition, grading, and <br /> construction that would temporarily increase noise levels in the project area. Full build-out of the <br /> project would take less than one year with demolition work taking approximately two days, grading <br /> activities taking one to two weeks, foundation work and framing requiring approximately two <br /> months, and interior/exterior finishing and landscaping activities taking a maximum of ten months. <br /> 31 State of California Environmental Health Tracking Program(CEHTP).
