8.B. - Page 72 <br /> The project site is completely surrounded by residential land uses and noise generating activities <br /> associated with demolition and construction at the project site would temporarily elevate noise levels <br /> in the area. <br /> Impact NOI-2: Construction of the proposed project would expose nearby residents to <br /> temporary elevated noise levels. (Significant Temporary Impact) <br /> Mitigation Measures: The following standard construction noise control measures are included in <br /> the project to reduce significant short term noise impacts: <br /> MM NOI 2-1: The following measures shall be implemented during all construction <br /> activities: <br /> • Noise-generating activities at the construction site will be restricted to the <br /> hours between 7:00 AM and 8:00 PM, Monday through Friday. No <br /> construction activities will occur on Saturdays, Sundays, or City holidays. <br /> • Equip all internal combustion engine driven equipment with intake and <br /> exhaust mufflers which are in good condition and appropriate for the <br /> equipment. <br /> • Locate stationary noise generating equipment as far as possible from <br /> adjacent residential land uses. <br /> • Acoustically shield stationary equipment located near existing residential <br /> land uses. <br /> • Utilize "quiet" air compressors and other stationary noise sources where <br /> technology exists. <br /> • The contractor shall prepare a detailed construction plan identifying the <br /> schedule for major noise-generating construction activities. The <br /> construction plan shall identify a procedure for coordination with the <br /> adjacent noise sensitive facilities so that construction activities can be <br /> scheduled to minimize noise disturbance. <br /> • Designate a"disturbance coordinator"who would be responsible for <br /> responding to any local complaints about construction noise. The <br /> disturbance coordinator will determine the cause of the noise complaint <br /> (e.g. starting too early,bad muffler, etc.) and will require that reasonable <br /> measures warranted to correct the problem be implemented. <br /> • Conspicuously post a telephone number for the disturbance coordinator at <br /> the construction site and include it in the notice sent to neighbors regarding <br /> the construction schedule. <br /> • Control noise from construction workers' radios to the point where they <br /> are not audible at e�sting residences that border the project site. <br /> • Prohibit unnecessary idling of internal combustion engines. <br /> 4.12.3 Conclusion <br /> Implementation of the proposed mitigation measures will reduce noise impacts to future residents <br /> and reduce temporary construction noise impacts associated with the proposed project to a less than <br /> significant level.
