City Arborist determined that those trees would need to <br /> be replaced by 2 trees of equal value if the developer removes them <br /> o Petition from nearby neighbors: concerned about traffic and speeding <br /> along the Vallota Road corridor; the Environmental Review found there <br /> would be no impacts on transportation in the vicinity <br /> ❑ Conclusion: With implementation of the mitigation measures, the project will not <br /> result in significant environmental impacts <br /> Chair Borgens asked if the developer chooses to remove the trees. <br /> Mrs. Littlefield stated the developer would have to agree to remove those trees unless it <br /> was a safety issue. <br /> Commissioner Radcliffe asked about the replacement of the trees. <br /> Mr. Lyon stated the City's practice is to get an evaluation for the trees and through <br /> discussion with the developer allow for replacement onsite, or if that is not viable, look to <br /> contribute to the trees in the City. <br /> Chair Borgens asked if he could leave them there. <br /> Mr. Lyon replied yes. <br /> Mrs. Littlefield stated the Planning Commission could make a recommendation to the <br /> developer concerning the trees. <br /> Chair Borgens asked about the traffic issue in the area. <br /> Mrs. Littlefield stated there were concerns raised in the petition about speeding. <br /> Chair Borgens asked if that issue already exists. <br /> Mrs. Littlefield replied yes. She noted she contacted the police department to look into <br /> traffic issues in the area. She stated that in the last 2 years there were 2 incidents near <br /> the intersections of concern and both of which occurred after midnight. <br /> Staff Recommendation <br /> 1. Final IS/MND: Adopt the Final Initial Study/Mitigated Negative Declaration. <br /> 2. Planned Development Permit: Approve a 6-foot rear yard setback for Lot 1. <br /> 3. Exceptions to Subdivision Ordinance: Approve 48-foot average lot width for Lot 2. <br /> Approve a panhandle lot configuration with a zero frontage on a public street for Lots 2- <br /> 5. Approve a 20-foot wide private roadway width, including a 4-foot wide pedestrian <br /> walkway. <br /> 4.
