He stated guest <br /> parking on that driveway could make it difficult for emergency vehicles to access the <br /> back lots. <br /> Mrs. Littlefield stated guest parking was not required on the project because they are <br /> single-family detached homes each on separate lots and they meet the two-car parking <br /> requirement on each lot. <br /> Mr. Lyon clarified that there could be a condition that there is no parking on the private <br /> roadway to insure that emergency vehicle access is available at all times. <br /> Commissioner White asked if each project has its own driveway that leads to the garage. <br /> Mr. Lyon replied yes. He stated should a guest need to park they would be required to <br /> park in the driveway or on Vallota Road. <br /> Commissioner Tabing asked about the dependency between the driveways of Lots 4 <br /> and 5. <br /> Mr. Lyon clarified the evaluation on turning movements. <br /> Chair Borgens asked about the drainage into the creek. She asked if bio swells were <br /> the normal storm water runoff that would run into the creek. <br /> Mrs. Littlefield replied yes. <br /> Chair Borgens opened the public hearing. <br /> Colleen Kursch spoke about the parking issue. She stated people will not park in their <br /> garages so they will be parking on the street. She stated there will not be enough room <br /> for parking. <br /> Jack Chamberlain, the project's developer, spoke about the property and the reasons for <br /> the location of the road and individual properties. <br /> Mr. Lyon clarified about the creek bank. He stated there is an angled bank and directly <br /> behind the property it is a vertical wall. He stated that may explain the choice of words. <br /> MOTION TO CLOSE THE PUBLIC HEARING <br /> M/S: Radcliffe/Holt <br /> Motion Passed: All yes. <br /> Commissioner Holt stated she walked the property and met the current tenant. She <br /> stated that she agrees the property will use the vegetation to its advantage. She stated <br /> it will be good infill development and will fit well. <br /> Commissioner Radcliffe stated that on previous projects there has been the request that <br /> people use their garages to park rather than the driveway.
