charette style printed materials for interactive activities — assume will be provided to translator
by the project engineers and/or City, and 4) Translation of up to 20 boards or handouts for a
presentation —from English to Spanish. With advance notice, the City may print in-house up to
20 full size (24" x 36") color plans and relevant background information for display at the
community meeting.
Final Survey & 65% Design PS&E
Bellecci Team will first review City and community comments on the conceptual plans and
meet with City to finalize the list of recommended improvements. As part of the 65% submittal
CONSULTANT will conduct the final survey, which will be more focused in the areas of the
project improvements. For example, if a bulbout is one of the improvements, then the
surveyors will collect more detailed topographic survey information at that location during the
Final Survey. The 65% design plans will include improvements along Charter Street along with
concrete, asphalt, striping, landscaping and signage on Charter Street within the project
budget as established at the 35% submittal. A 65% cost estimate will be prepared to verify all
of the above improvements conform to the project construction budget described herein. The
65% submittal will also include the improvements to Stambaugh which were identified in the
Hoover Area Mobility Study to fit within the remaining construction budget, after completion of
the 35% plans for Charter. In addition there may be telecom or lighting on the Woodside
Bridge using the design methodology described above if the cost is within the construction
budget. Prior to 65% design one of the objectives for the community is to prioritize the
additional improvements that could be included in the project scope if there's money left in the
construction budget. A couple of results may happen during the preparation of the 35% plans.
One result is that all the costs for Charter Street improvements equal or exceed the
construction budget, which means there is no need to look at Stambaugh or the Woodside
Road Pedestrian Bridge. Another result is if the estimated costs for Charter Street
improvements are less than the construction budget, then there is budget to do one or some
pedestrian and/or bike safety improvements to Stambaugh and/or Bridge.
The proposed list of drawings includes Cover Sheet, Survey Control, Improvement Plans
(showing improvements, demolition notes, light locations, layout, undergrounding), Grading
Plan (plan view curb grades and pipe inverts), Details & Typical Section, and Landscape Plan
by City. Grading design is only needed at locations where the curb alignment is changed to
assure proper drainage. A 65% cost estimate will be prepared and back checked that costs for
the improvements shown on the plans are within the City's project "Construction BudgeY'.
"Page Turn" Meeting with Staff on 65°/a Submittal Day
Meet with City staff to review comments and recommendations. During this meeting we will
deliver the plans to City Staff and go through each sheet of the plan set. 1 hardcopy set of
plans and cost estimates will be delivered along with PDFs of the files emailed to the City.
Consultant will email the PDF of the plans in advance of the meeting in order for the City to
have sufficient time to print enough copies for staff.
Public Outreach— Part 2
After the first Community Meeting, City may request Consultant to conduct a second public
meeting with a refined preferred plan as an optional service. The purpose of the community
meeting is to show the final improvements to the residents and interested stakeholders. The
City does not anticipate changes to the 65% plans based on the meeting. Scope of work for
Meeting #2 is same as scope of work for meeting #1, including translation, interpretation, and
snacks.
REV:09-26-13 VR
ATTY/AGR/2013.169/BELLECCI&ASSOCIATES Page 18 of 38
CHARTER ST.SRTS
