'Envirzmental Analysis
Management Pracrices fox fugirive dust as a mitigation measure. See Mitigauon Measure AIR 1.
{Less than Significant Impact with Mitigation Incorporation)
d)Expose sensitive receptors ta suhstantral pollutant cor2centrations?
Diesel-fueled equipment used during construction wouid emit dieseparticulate matter (DPM}, a
toc air contasninant (TAC). Based on BAAQNID screening tables for ecaluating toxic emissions
during construction (May 2010),a one-acre project needs an offset distance of moe tian 100 meters
(382 feet) to ensue that a sensirive receptor would not have a significant health risk. The propased
project activities would be more than 400 feet from the closest sensitive receptors. Thus, the diesel
emissions from the proposed construcrion activities wauld not result in a significant increase in the
risk from TACs. (Less thaa Signiicant Irnpact)
e) Create objectionable odors affeci.ng a substartial rtumber ofpeople?
Other than diesel exhaust during constructron, the proposed project would not result in anp
objectionable odors. Diesel odors would be undetectable beyond the inunediate construction areas
and would not affect the sensitive receptors. The neaxest receptors are appromately 400 feet from
the project. (L.ess than Significant Impact)
2.4 BIOLOGICAL RESOURCES
The Biological Resource 5tudy (BR5) fox the proposed project describes the project area and
evaluates project impacts to special-status plant and animal species, habitat, natutal communities,
and jurisdictional waters and wetlands regulated by federal, state, and local agencies (see Appendix D
for Biological Resouxce Studp). The analysis also contains the results of database searches including
the California Narive Plant Society (CNPS), California Natural Diversity Database (CNDDB),
Wildlife Habitat Relation System, and the United States Fish and Wildlife Service (USFWS) online
database {WRECO,2013). WRECO bioiogists conducted a vegetation survey and reconnaissance
level wildlife habitat assessment of tle praposed project site and suYrouncrting studp area on
February 22,2013.
Most of the studarea consists of native and non-native ruderal vegetation adjacent to an existing
footpath along the creek bank. f the approxirriately one acre that would be disturbed by the poject
consttuction,0.3 acres is barxen due to frequent disturbance,xight-af-way maintenance, and highly
compacted soils. Soil types are urban land-Orthents,reclaimed corrplex, with 0 to 2 percent slopes,
hydric soils typically faund along tidal flats throughaut fhe San Francisco Bay. Adjacent areas include
grasslands and salt marsh along the eastern and western banks of the cxeek.
The project area is approtnately 0.25 miles from the Don Edwards San Francisco Bay National
Wildlife Refuge {DESFNWR} on Bair Island. The DESFNWR consists o£23,Od0 aces of open bap,
salt matshes, vernal pools, and mud flats. It is home to a variety of migratory birds and endangered
species (City of Redurood City,2011).
2-13 US ]09 Pede.rtrian Usadercrossirag rnd Bair
Island Kaad Storna Drain PaemjStataon Prajec•t
