CITY and CONSULTANT. The findings will be documented in a Complete Streets Checklist
technical memorandum.
Task 2.7-Prepare Stormwater Evaluation/Gather pocumentation
CONSULTANT will gather existing stormwater information, documenting the existing
stormwater system inventory and provide a stormwater evaluation memo in accordance with
Caltrans requirements.
Task 2.8-Right-of-Way and Utility Studies
CONSULTANT will perform Right-of-Way and Utility Studies to determine project impacts.
Subtask 2.8.1 -Right-of-Way Requirements
CONSULTANT will research available property information and R/W record maps from
Caltrans, San Mateo County, and the CITY. Property lines and R/W limits within the project
limits will be mapped and adjusted to match the project datum.
CONSULTANT will coordinate R/W requirements for the two build alternatives, and prepare
R/W requirements maps identifying impacted parcels. Mapping will be prepared showing
existing R/W limits, access control, property corners, easements, and centerline tie information
and coordinated with the proposed improvements to identify the R/W requirements including any
needed temporary construction easements (TCEs) and drainage easements. This information will
be documented in a database.
Subtask 2.8.2- Utility Impacts
The purpose of this task is to utilize information requested to and provided by the utility
companies to identify potential utility conflicts and estimate costs of relocating and
accommodating utilities that conflict with project improvements. CONSULTANT will develop
existing utility mapping for the project area, identify utilities that potentially conflict with the
proposed improvements, and develop conceptual utility relocation plans.
Task 2.9-Preliminary Cost Estimate
CONSULTANT will prepare a preliminary (pre-Project Report) cost estimate to provide an
independent check of construction, right of way, and utility relocation costs to establish funding
boundaries for the project. Costs will be based on mapping and design data developed by
previous studies and individual cost items quantified. If available, existing and proposed ground
surfaces will be modeled to enable earthwork yuantities to be accurately checked. The results of
the preliminary traffic studies under this task will also be included in the assessment of project
costs. Potential cost saving measures, opportunities for phased construction, utility relocation
alternatives, and developer share of construction costs will be identified.
Task 2.10-Access Permit and Field Review
CONSULTANT will request encroachment permits from Caltrans and the CITY to conduct site
investigations to explore existing site conditions, take photographic records and verify
ATTY/AGR/2013.164/URS PROFESSIONAL SERVICES AGR
REV:10-15-13 VR
