information will be presented with ample opportunity for the Council to give their feedback and <br /> review feedback the community provided to the project team. <br /> At the second set of ineetings, CONSULTANT will present a range of options and solutions to <br /> solve community identified issues to the community (#2). Feedback through interactive displays, <br /> maps, ranking of various project elements, is anticipated. This timeframe will be when the on <br /> line survey would be live to capture similar feedback on project alternatives and prioritization of <br /> elements. At the second Council Study Session (#2) the community and web feedback will be <br /> tallied and discussed. Council will also be able to give their reflections on the options presented. <br /> At the third community meeting (#3), a narrowing of alternatives will be discussed as a <br /> `preferred set of project elements" will be being finalized. Two or three main variations will be <br /> highlighted. The Council (#3) will also see these alternatives and will be informed of community <br /> feedback. Council should give its thoughts and feedback with the understanding that the next <br /> step would be to move into the environmental process. <br /> The next set of community meetings is to support the environmental process. Environmental <br /> Meeting(#1) is a scoping meeting where formal scoping comments are taken. This will start with <br /> an Open House staffed by the project team then move into a brief PowerPoint about the purpose <br /> and need for the project and review of suggested alternatives that meet the stated purpose and <br /> need. These will be the alternatives developed throughout the three meeting community planning <br /> process described above along with any alternatives or alternations Council will provide at its <br /> various Council Study Sessions. During the Scoping comments section of the meeting the format <br /> will be very formal requiring questions be read or left in written form for the inclusion in the <br /> environmental documentation. A court reporter is usually also in attendance. A hearing officer is <br /> present to remind the attendees of the purpose and format for the meeting. The community is <br /> reminded that the answers to any impacts are not yet available and that the purpose of the <br /> meeting is to define issues for the environmental technical specialists (traffic and noise experts, <br /> etc.)to study. <br /> It is anticipated that CITY staff will bring the results of the scoping meeting to the Council's <br /> attention via a project update but no Study Session is anticipated at this stage. <br /> After the second environmental meeting (#2)the Draft environmental document will be available <br /> for review. These meetings are typically scheduled at the front end of the formal comment <br /> period. Community members attending this meeting will find a PowerPoint review of the project, <br /> its purpose and need, the alternatives and the highlights of the environmental issues in the Draft <br /> document. Attendees will be educated on how to provide additional comments or questions into <br /> the process. <br /> At the Council Study Session (#4) during this phase of the project the Council will be similarly <br /> reviewing the content of the Draft environmental document and well as the comments from the <br /> community to date prior to the close of the comment period.
