The DTPP program EIR (pp. 9-48 through 9-79) idenfified significant and unavoidable impacts at 17 area <br /> intersecfions, as well as impacts on freeway segments, freeway ramps, and transit service. Mifigations were <br /> suggested by the EIR, but the Redwood City City Council determined that such impacts could not be avoided even <br /> with the incorporation of these measures, and that no other feasible mifigations or alternafives would avoid or <br /> lessen the impacts. Purthermore, the City Council judged that the benefits offered by the DTPP outweighed the <br /> potential environmental impacts and adopted a Statement of Overric&ng Considerations to that effect The proposed <br /> project is in compliance with all applicable DTPP regulafions, and as a resul� would not create any adc&tional <br /> transportation or traffic impacts in excess of those addressed by the DTPP program EIR and Statement of <br /> Overric&ng Considerafions. The project will be reguired to contribute to the City's Transportation Impact Pee, <br /> which is used for vanous sidewall� bicycle, and automobile improvements that are identified in Book III of the <br /> DTPP. Also, the project will provide roadway improvements to the sidewalk areas alang all of the site's street <br /> frontage to enhance pedestnan comfort and safety by adc&ng walkway width, improved paving surfaces, shade trees, <br /> and lighting. <br /> City staff identified eight intersecfions having the potenfial to be impacted by the 525 Middlefield project and <br /> warranfing further evaluafion. A transportation analysis prepared specifically for the proposed project concluded <br /> that project traffic volumes would be consistent with the magnitude of traffic increases prec&cted in the DTPP EIR. <br /> Also, the project will provide vehicle access from both Tefferson (two entrances) and Middlefield (one entrance), <br /> which will help c&stnbute traffic more evenly to nearby intersecfions. No project-specific traffic mifigation is <br /> reguired except for some roadway restnping to facilitate ingress/egress for the parin�ng structure. Also, a mandatory construction traffic routing and <br /> parin�ng plan subject to City approval will be prepared to ensure that adeguate emergency access is maintained <br /> dunng canstrucfion. As a resul� the projectimpact on emergency access is considered less than significant <br /> f. All reguired parin�ng will be located on the three levels of the on-site parin�ng garage (Plan Sheets A2.0 through <br /> A2.2). The project parin�ng garage will provide parin�ng in excess of the minimum number reguired by the DTPP <br /> (599 vehicle spaces vs. 526 reguired,� 28 motorcycle spaces vs. 27 reguired,� 121 bike spaces vs. 120 reguired). In <br /> adc&fion, public bike racks as street fumiture will be located near the residential and commercial lobby entries. <br /> Also, the removal of existing, unnecessary dnveways on the project site penmeter will provide � adc&tional seven <br /> on-street parin�ng spaces.
