6.A. - Page 18
Chris Zanoni, Member of HUCA, stated that a replica was found on-line and mentioned
other options.
Chair Rolandelli asked the Committee, if during the process doing an exact replica,
which is the ideal option, turns out to be unfeasible because there is not enough
money, would the Committee recommend the second option, using the fence, in the
catalog, around the entire site with appropriate signage indicating the replication.
Committee Member Rhoads suggested having an interpreted display using the old
pieces of the fence.
Committee Member Hagan stated that a plaque would be more feasible instead of an
interpreted display.
Ms. Crawford stated that there is a part of the fence that is very short and was hoping
to use all the old pieces for that part of the fence. The fence will not be complete, but
you can make out what it was and add a plaque explaining what was done and the
date.
M/S (Hagan/Rhoads) The Historic Resources Advisory Committee supports the
restoration of the Lathrop fence preferably using Option "A": complete replication of the
original fence including original pieces as they are available, or Option "B": if necessary
due to funding, using new parts that closely match and also include the old pieces as
available, with a commemorative plaquue noting the history of the fence and the
difference between the new fence and the old fence.
Motion Passed 3-0
7. Post Office Mural Plaque
No information at this time— continued to next meeting.
8. Main Street Historic District Expansion
Mr. Zack will bring a complete proposed final document for approval at the next regular
meeting date.
9. Potential Mt. Carmel Historic District
Mr. Zack stated that Bill Ekern, Community Development Director, is supportive of the
City providing a local match for the grant if the HRAC was successful with the CLG
Grant. The next step is for the HRAC to write a letter to City Council asking that this be
considered during the preparation of the next budget amendment. Mr. Zack will draft
the proposal and bring back to the Committee for approval.
Committee Member Rhoads stated that he is concerned about Title 24 and how it will
affect the existing inventory. He will move forward and talk with the SHPO contact,
Lucinda Woodward, and inquire about Title 24 impacts to historical resources.
10. Preserve America Application
Continued to the January, 2014 HRAC meeting — Nori Jabba to report.
11. Cultural Resources Management Plan
Continued to the next regular meeting. The draft document will be added to the next
LEGAL22641265.1
