31 . Prior to Final Map approval, the Owner/Applicant shall enter into a Stormwater Treatment <br /> Measures Maintenance Agreement (STMMA) for all on-site stormwater treatment <br /> measures associated with the project. The STMMA shall be in a form approved by the <br /> City Attorney and shall be recorded against the property. <br /> 32. In the event required improvements are not complete at the time of Final Map approval, <br /> Applicant shall enter into an Improvement Agreement to guarantee the Installation of all <br /> improvements required of the project and to provide for payment of all City Inspection and <br /> plan check charges associated with the installation of public and private Improvements, <br /> including, but not limited to, streets, sanitary sewers, water, storm drains and street lights. <br /> The Improvement Agreement shall be in a form approved by the City Attorney and shall <br /> be recorded against the property. <br /> 33. The developer shall post Performance, Labor & Materials and Warranty Bonds for all <br /> improvements to be dedicated to the City. <br /> 34. The Owner/Applicant shall provide field survey data to permit retracing all survey <br /> monuments set to establish the street right-of-way both public and private. A copy of the <br /> final subdivision shall be provided using AutoCad drawing files. <br /> 35, All utilities shall be designed in accordance with the City's Engineering Standards. <br /> 36. Project must meet fire flow requirements as established by the Fire Department which are <br /> based on the Uniform Fire Code. Fire flow tests are typically performed during the <br /> preliminary design phase but must be completed prior to submittal of final design. <br /> Applicant shall contact the Fire Department for fire flow requirements, and then submit a <br /> written fire flow test request to Engineering. <br /> 37. Applicant shall evaluate and determine whether the existing water main(s) meet the <br /> domestic and fire flow requirements in accordance with City Code Section 38.26 and <br /> Uniform Fire Code, and shall submit calculations and size of proposed water main to <br /> Engineering for approval. <br /> 38. Backflow protection on water services shall be required. The backflow preventer shall be <br /> above grade, and shall be located on private property, accessible to the Public Works <br /> division from the outside for testing. <br /> 39. The Applicant shall evaluate and determine the project's impact to the City's wastewater <br /> system. Sewer mains that are under capacity, based on the City's Sewer Master Plan, <br /> and impacted by the project shall be improved. <br /> 40. Recycled water facilities shall be provided and designed in accordance with Engineering <br /> Standards for dual plumbing, irrigation and other warranted uses pursuant to the <br /> Recycled Water Ordinance, Chapter 38, Article VIII of the Municipal Code. <br /> 41 . Applicant shall install underground utilities as outlined in the City Municipal Code, <br /> Chapter 18, article XIV, Local Development Standards.
