7.1.A. - Page 15 f and when unit 501 is purchased, the winning bidder will give The City a rebate for the difference between the 1 -500 unit pricing and the 501 -1000 unit pricing on all previously purchased units. • If and when unit 1001 is purchased, the winning bidder will give The City a rebate for the difference between the 501 -1000 unit pricing and the 1001 -1500 unit pricing on all previously purchased units. • If and when unit 1501 is purchased, the winning bidder will give The City a rebate for the difference between the 1001 -1500 unit pricing and the 1501+ unit pricing on all previously purchased units. Any rebates owed to The City will occur at the time unit 501, 1001, or 1501 is purchased and will be reflected immediately on the same invoice for said unit. 12.3. Guarantees The Proposer shall submit with the bid a copy of a written warranty for full replacement, including required parts and labor to replace, due to any failure of a street luminaire. All LED street luminaires shall be guaranteed by Proposer against defects in materials and workmanship for a period of at least one hundred and twenty (120) months from the date of shipment. Full warranty must cover housing, LED array and electronic driver. 13. Street Luminaire Requirements 13.1. General • Supplier will be a U.S. based corporation with no less than 10 years of experience manufacturing street luminaire fixtures for major municipalities, utilities, and DOTs. • Luminaire shall have an operating temperature range from 0°F to 150°F. • Luminaire must contain passive thermal management with no liquid or moving parts. • Luminaire must be constructed in such a way that a loss or failure of one LED will not result in the loss of the entire luminaire. If applicable, one sub -array failure will not result in loss of remaining array functionality. • L70 Reported Lifetime shall exceed 100,000 hours at an ambient temperature of 77°F. 13.2. Electrical • Luminaire shall operate at 120V or 240V, depending on location, and shall operate correctly over a voltage range from 95 to 277 V(ac). • Power supply shall have a minimum power factor of .90. • Total harmonic distortion shall not exceed 20 percent. • Luminaire on -board circuitry must include surge suppression devices to withstand high repetition noise transients caused by utility line switching, PUBLIC WORKS DIVISION 10 2013 -2014 LED Street Luminaires
