■ ■
Mr. Smith pointed out that engineer and community police officers
recommend installation. Stop signs aze categorically exempt from CEQA as
— they have a minor effect on pollution. The sign can be placed so cazs do not
line up and block driveways. Some residents aze planning to submit a petition
requesting a barricade at the entrance to San Cazlos or a traffic circle at Finger
and Warwick. Mr. Smith urged Council not to delay the vote to get more
information. Traffic on this street is normal for a residential azea and speeds
aze below 25 mph. Other locations rate a higher priority for measures such as
bazricades.
Tom and Ellen Gese, 325 Warwick Street, submitted a petition to Council.
They moved into their home a year ago and aze surprised by the number and
speed of the cazs. They had contacted the City and asked for a traffic study.
Mr. Gese read the petition requesting installation of a barrier allowing only
emergency vehicles at the stop sign at Eaton and Warwick or at the beginning
of Redwood City on Cordilleras Creek bridge and the construction of one-lane
channels from Warwick and Eaton through Warwick and a circulaz island at
the stop on Finger and Warwick.
Mr. Gese read and submitted a letter from John Anderholm, 128 Finger
Avenue. Along with the letter was a 1993 trc survey conducted by Adam
Gee's office, which showed traffic statistics on Finger Avenue.
Mrs. Gese thanked Mr. Haygood and Council. She expressed concern
regazding the speed of cazs, but not the number of cazs using the street.
_ Staff clarified the speed and volume data was gathered over several days. The
placement of counters was at the high speed point. A brief sample could be
gathered with a radaz gun.
Robert Anderson, 303 Warwick, was concemed about the stop sign being so
close to his home. He opposes installation of the stop sign and suggested San
Cazlos and Redwood City get together to resolve the issue of Eaton Avenue.
Bill Freiwald, 224 Warwick (southeast corner of Warwick and Finger), said
he has had many neaz misses backing out of his driveway. He supports the
stop sign as a minimum solution.
Mr. Gese disagreed with the traffic study. He counted 300 cars in one how on
one morning. School starting will change the statistics.
M/S: Bain, Ira, to adopt the resolution authorizing installation of a stop sign
on the southbound approach of Warwick Street at Finger Avenue.
(Claire azrive 9:05 p.m.)
Council Member Hartnett did not support the motion and felt that the
overall traffic issue should be examined. Also, possible solutions could be
explored with San Carlos.
COLINCIL MINUTES Page No. 131 PAGE 10
