Council Member Claire apologized for being late. He had been attending a
neighborhood meeting with subjects including speeding, trc, and safety.
Although the City Attorney said he could abstain, Mr. Claire was informed on
the issue and supported the motion. He suggested the Traffic Engineer also
look at Edgewood and Briazsfield.
Mayor Howard also supported the motion; people perceive a stop sign there.
Council Member Ruskin supported the motion and suggested monitoring the
location. He is also open to consideration of a more comprehensive solution, if
necessary.
The motion was adopted by those present (Leipzig absent), with Council
Member Hartnett dissenting.
RECESS: 9:15-930 p.m.
B. Redwood Shores Dog Pazk Project(304)
Senior Civil Engineer Chang distributed a handout showing a vicinity map
of the proposed dog pazk, listing amount budgeted and the bid amounts,
alternatives, and a report dated April 23, 1998 titled "Dog Exercise Area
Scope." He reviewed the items included in the base bid and each of the
altemates. Awarding the base bid (alternative 4) and revising bid items would
result in an immediate cost reduction, but that would be eliminated when the
work is done at a later time.
Sharon Marston, 527 Shoal Circle, member of the dog pazk steering
committee, was not in favor of use of wood chips. Her dog's veterinazian says
dogs ingest wood chips, they can cause bleeding and injuries to paws, they aze
unsanitary, hazbor bacteria and mold, and get tangled in a dog's hair. It is
dicult for people and dogs to walk on wood chips. Lawn (playground grass)
is desirable. At a committee meeting of 35 people, at least five were against
chips. There was a consensus for grass.
Council Member Claire asked if use of pea gravel had been considered. His
dog's vet had suggested it in a dog run.
Ms. Marsten did not think that would create a beautiful and nice place for
people and dogs.
Terry Anderlini, 619 Mazlin Court, said the City has the site, concepts, and
support. GID funds have been set aside, but not enough to build to City
specifications. He expressed surprise at the wst and preference for the
$65,000 pazk. Mr. Anderlini urged Council to move forwazd; if the less
expensive alternative is chosen, he requested that plants be included. He told
of his experience in Belmont with wood chips in the dog pazk.
During discussion, Council Member Claire stated that pea gravel is a hot
surface and that wood chips would be cooler. Grass maintenance is a concern.
. ,
COUNCIL MINUTES Page No. 132 PAGE 11
