MATTERS OF COUNCIL INTEREST(203) <br /> A. Council Member Hartnett addressed the Utility Users Tax. The City <br /> Manager has sent Council a listing of priorities, additions, and a request for <br /> any reprioritization of assignments. Mr. Hartnett suggested that the Finance <br /> Committee look at the Utility Users Tax and the City's appropriate level of <br /> reserves and come back to Council with"big picture" data for evaluation. The <br /> Committee can work with staff and independently as appropriate. He pointed <br /> out that the next four yeazs of Capital Improvement Program is funded by the <br /> Utility Users Taac. The Committee could look at other revenue sources and <br /> budget cuts. The General Fund is spent lazgely on public safety (52%), pazks <br /> and recreation (16%), and library (10%). Community development (7%) is <br /> funded lazgely from fees. Also, the sales t�, business-to-business, exceeds <br /> real property tas in the General Fund. This is lazgely through softwaze <br /> companies, which could move out of Redwood City. The Transient <br /> Occupancy Tax has been growing as a revenue source, but the hotel <br /> occupancy rate is down. <br /> Council Member Ira responded that the Finance Committee could probably <br /> review this, but it could not be dqne until the end of January. <br /> COiINCIL MINUTES Page No. 129 PAGE 8 <br />
