3. Submit final ESA Biological Assessment Report with USACE PCN. <br /> Phase 2. Federal and State Environmental Re�ulatorv Authorization <br /> Task 1. Prepare USACE Pre-Construction Notification. CONSULTANT will prepare and submit a <br /> Pre-Construction Notification (PCN) application for Nationwide Permit 3-Maintenance <br /> authorization to the USACE for placement of any fill in waters of the United States. <br /> CONSULTANT shall include in the PCN application, a description of each typical "required <br /> repair", photographs provided with the Draft Redwood Creek Deficiency Review, typical cross <br /> sections and plan view drawings and, documentation of the original design capacity of the <br /> constructed channels. The application will also include the ESA Biological Assessment prepared <br /> in Phase 1,Task 4 and an analysis of compliance with the USACE's public interest review criteria <br /> and NWP General Conditions. CITY will make available to CONSULTANT the data (GIS, C�4D, <br /> Shape�les etc.J generated from the Draft Redwood Creek Deficiency Review showing the <br /> exact location of each required repair,for use in the PCN. <br /> The deliverable items are as follows: <br /> 1. Draft PCN for NWP-3 application for client review. <br /> 2. Final PCN for NWR-3 application for submission to the USACE. <br /> Task 2. Coordinate USACE Permit Approval Process. CONSULTANT will coordinate with the <br /> USACE, as necessary, during the preparation of the Pre-Construction Notification application, <br /> and negotiation of permit conditions. Coordination tasks may include a site visit with USACE <br /> staff. CONSULTANT will coordinate all aspects of permit approval with the client and/or <br /> designateci representative. <br /> The deliverable items are as follows: <br /> 1. Conduct one(1)site visit with USACE staff. <br /> 2. Phone calls, emails and written documentation requesting permit issuance status and to <br /> address questions or provide additional information USACE staff may request during the PCN <br /> NWP-3 approval process. <br /> Task 3. Prepare RWQCB Application for State 401 Water Quality Certification. CONSULTANT <br /> will prepare the authorization request for State 401 Water Quality Certification following <br /> curren# RWqCB guidelines for submission. CONSULTANT shall include with the appiication <br /> submittal the ju�isdictional delineation report, discussion of environmental impacts, avoidance, <br /> minimization and mitigation measures, a discussion of project alternatives, completed fee <br /> calculation form, and Client's check for base application fee. <br /> The deliverable items are as follows: <br /> 1.
