ATTACHMENT 3 <br /> 25. For construction activity resulting in a land disturbance of one acre or <br /> more, applicant shall file a Notice of Intent (NOI) with the State Water <br /> Resources Control Board under the Construction Activities Storm Water <br /> General Permit (General Permit). The NOl indicates the applicant's intent <br /> to comply with the San Mateo Countywide Stormwater Pollution <br /> Prevention Program, including a Stormwater Pollution Prevention Plan <br /> (SWPPP). (www.scrcb.ca.gov/stormwtr/construction.html). <br /> 26. Plans shall be designed to meet the C3 requirements of the Municipal <br /> Regional Permit (MRP) NPDES Permit CAS 612008. Applicant's design <br /> professional shall complete NPDES Checklists, Attachments R1 and R2 of <br /> the City Standards, to help determine the minimum requirements for the <br /> project site. Requirements shall be confirmed at the time of the building <br /> permit issuance. <br /> 27. Applicant shall complete the City's "NPDES Permit Compliance Checklist", <br /> and provide for permanent stormwater control measures selected from the <br /> City's "Local Source Control Measures List", as appropriate. For potential <br /> solutions, the applicant may refer to "Start at Source", a Manual developed <br /> by the Bay Area Stormwater Management Agencies Association by <br /> (BASMMA). <br /> 28. If construction is not complete by the start of the wet season (October 1 <br /> through April 30), the applicant shall implement a winterization program to <br /> minimize the potential for erosion and sedimentation. As appropriate to the <br /> site and status of construction, winterization requirements shall include <br /> inspecting/maintaining/cleaning all soil erosion and sedimentation controls <br /> prior to, during, and immediately after each storm event; stabilizing <br /> disturbed soils through temporary or permanent seeding, mulching, <br /> matting, tarping or other physical means; rocking unpaved vehicle access <br /> to limit dispersion of much onto public right-of-way; and covering/tarping <br /> stored construction materials, fuels, and other chemicals. Plans to include <br /> proposed measures to prevent erosion and polluted runoff from all site <br /> conditions shall be submitted for approval by CDD prior to beginning <br /> construction. As site conditions warrant, the City Engineer may direct the <br /> applicant to implement additional winterization requirements. <br /> 29. Prior to Final Map approval, the owner/applicant shall enter into a <br /> Landscape Maintenance Agreement (LMA) in a form acceptable to the <br /> City Attorney for all assigned landscape areas in public rights of way to be <br /> maintained.
