The desired outcome is to obtain approval of the draft <br /> Watershed Improvement Plan and presentation. <br /> Task 1 Deliverables: Project Administration Plan, Monthly Progress Reports, <br /> Meeting Agenda and Minutes <br /> TASK 2 — GATHER DATA, IDENTIFY OPPORTUNITIES AND CONSTRAINTS <br /> 6 Gather Data <br /> Consultant shall gather available GIS and non-GIS data required for evaluating <br /> the watershed and selecting potential retrofit locations. Consultant shall interview <br /> the City and the other municipalities in the watershed to obtain the most recent <br /> applicable data that is available for the project, to request additional information if <br /> needed, set deadlines for the receipt of information, develop a preliminary list of <br /> retrofit sites for field verification based upon Agency input, and to identify each <br /> agency's vision for the project. <br /> • Identify LID Retrofit Potential Locations <br /> Consultant shall perform a GIS desktop analysis to identify parcels within the <br /> watershed for potential LID retrofit opportunities. The analysis will assess the <br /> feasibility (or suitability) of LID control measure implementation in the watershed. <br /> Consultant shall develop a list of site selection criteria which may include: <br /> ➢ Presence of adequate space for treatment. <br /> ➢ Accessibility for construction and operation and maintenance. <br /> ➢ Engineering issues (existing utilities, site hydraulics). <br /> ➢ Permitting issues (presence of sensitive environmental features). <br /> ➢ Other political factors (public visibility, municipality concerns, <br /> neighboring citizen concerns). <br /> The analysis shall consider the underlying landscape (e.g., soil type, slope, <br /> depth to groundwater, soil/groundwater contamination) and land use to rank <br /> sites based on their relative feasibility or practicality for implementation. In <br /> addition, opportunities for installing regional controls (i.e., facilities that treat <br /> drainage from multiple properties), potentially in combination with flood control <br /> basins or pump stations, shall be evaluated. The output will be a list of <br /> potentially feasible retrofit sites. <br /> Consultant shall evaluate the list of potentially feasible retrofit sites in terms of <br /> potential for reduction of contaminant loads and runoff volume for the area <br /> tributary to each potential retrofit location. The evaluation will be based on a <br /> hydrologic budget combined with land use-based pollutant loading.
