7.2.D. - Page 14
to site conditions/constraints, installation of LID control measures would result in
some hydrologic or water quality benefits.
Consultant shall perform site visits at potential sites to determine site-specific
feasibility. A Retrofit Inventory Form with specific information such as
topography, property lines and ownership, storm drain outfall locations, drainage
area, and other important site design features will be used to assess the sites in
the field. The site visits will focus on practical considerations such as site
accessibility, site area and configuration, existing drainage and availability of
hydraulic head, adjacent land uses, and public acceptance. Photographs will be
taken of the potential sites. With input from the City and other municipalities,
Consultant shall then prioritize the locations most suitable for retrofitting. The
output will be a prioritized list of the potentially feasible retrofit sites.
Perform Site-Level BMP Screening
Using a site-level constraints analysis, Consultant shall screen candidate LID
control measures for each site, which could include site design measures such
as downspout and impervious area disconnection, and LID treatment measures
such as bioretention, other types of vegetated treatment measures, and
permeable pavement. A full range of LID control measures will be examined to
identify the best fit for each location. Consultant shall conduct the screening
using criteria outlined in BASMAA's Feasibility/Infeasibility Criteria Report.
Consultant shall choose candidate LID control measures that are appropriate for
each location based on the following evaluation criteria:
> Site constraints
> Types of pollutants to be controlled
> Performance/efficiency
> Cost effectiveness
> Ease and cost of installation
• Ease and cost of operation and maintenance
Y Permitting issues
> Life expectancy
The most suitable LID control measure for each location shall be identified.
Opportunities and constraints shall be identified for the watershed as a whole
and for each municipality uniquely.
Task 2 Deliverables: Draft Technical Memorandum that summarizes the data
gathered and reports the opportunities and constraints for the watershed and for each
municipality, List of potentially feasible retrofit sites, of which ten retrofit sites shall
be selected for use in Task 3.
REV:01-15-14 VR
ATTY/AGR.2014.008/Geosyntec Bayfront Watershed Plan
