TRANSPORTATION/TRAFFIC. Conflict with adopted policies, plans, or programs <br /> supporting alternative transportation (e.g., bus x <br /> turnouts, bicycle racks)? <br /> ANALYSIS: Most of the proposed pipelines will be constructed within travel lanes of existing roadways. <br /> At water body crossings, the pipelines will be placed within existing or proposed bridge structures (e.g., <br /> Blomquist Bridge). U.S.101 will be crossed either by placing the pipeline in an existing utility tunnel that <br /> runs underneath the highway, or by boring and jacking the pipe underneath the highway. The project <br /> will not result in permanent new trips being added to the roadway network; thus, this section analyzes <br /> temporary construction-related traffic impacts of the project. In addition, the project would have no <br /> effect on air traffic patterns. Design of roadways would not be altered by the project, so no impact <br /> associated with roadway design features would result from construction. <br /> Construction-Related Traffic/Circulation Impacts - The roadways in which the pipelines would be <br /> placed range from multi-lane collector streets to 2-lane local streets. Traffic volumes on these <br /> streets vary significantly, as do the levels of service (LOS) at key intersections along them. <br /> Construction-related transportation impacts can occur on all road sections regardless of the traffic <br /> volumes. However, the extent of impacts will be greater on streets with higher traffic volumes. In <br /> 28 <br />
