7.1.A. - Page 43 <br /> general, impacts of pipeline construction are considered potentially significant and requiring <br /> mitigation if the project causes any of the following: <br /> • Closes a roadway <br /> • Reduces the number of travel lanes <br /> • Generates a large number of vehicle trips <br /> • Blocks a bus transit route with a designated bus stop <br /> • Blocks a pedestrian sidewalk or bicycle lane <br /> • Closes a rail line <br /> • Removes parking spaces in an area with limited parking or creates on-street parking demand <br /> where there is no on-street parking permitted <br /> • Creates an operational safety hazard <br /> • Blocks access to driveways for businesses, public facilities, or residences <br /> • Blocks emergency vehicle access <br /> Through the implementation of a Traffic Management Plan for construction activities, as described <br /> below, it is not anticipated that the project will result in the above items. Pipeline construction <br /> within a roadway's right-of-way may significantly, although temporarily, impact vehicle traffic, bus <br /> transit operations, heavy rail passenger/freight operations, bicycle circulation, pedestrian <br /> circulation, and on-street parking because construction may require either closure of the roadway <br /> or closure of one or more travel lanes. Whether or not a roadway segment would require temporary <br /> closure or lane reduction would depend on a number of factors including roadway width, lane <br /> geometry, traffic volumes, and pipeline diameter. The width of the construction zone can vary <br /> significantly, depending on pipeline diameter, pipe alignment within the right-of-way, and street <br /> type. In general, the disturbance width for excavation, backfill stockpiling, and equipment <br /> operations is estimated to vary between 20 and 26 feet. In many cases, construction would probably <br /> require the closure of at least one travel lane and, if present, one parking lane. However, in many <br /> locations (e.g., those with wide shoulders and/or two-way left turn lanes), travel lanes could remain <br /> open if existing lane alignments are temporarily shifted away from construction activity. Equipment <br /> at pipeline construction sites is expected to include a backhoe, boom truck with crane, compactor, <br /> haul truck, and a paver which may remain parked at the site each night. <br /> The construction contractors for the project will be required to prepare and submit Traffic <br /> Management Plans (TMP) to the City for review and approval prior to start of construction.The TMP <br /> may include the items described below, but would be developed for the specific construction zone <br /> characteristics involved. With implementation of the TMP, the impacts of temporary roadway <br /> closures and lane reductions would be less than significant. <br /> • The TMP will provide a detailed approach for detours and traffic control through the <br /> construction zone.The TMP will conform to Caltrans and City standards, and be filed with <br /> the City(and Caltrans, if necessary) before construction begins. <br /> • The number of travel lanes during peak hours will not be reduced below what is required to <br /> meet expected traffic volumes at a construction site.
