During all other times, pipeline <br /> construction trenches will be plated over to permit the use of all travel lanes. <br /> • If roadway closure is required, construction will only take place at night in non-residential <br /> areas, with a detour route clearly marked. During all other times, pipeline construction <br /> trenches will be plated over to permit the use of all travel lanes. <br /> • Emergency response service providers will be notified at least one week in advance of <br /> planned roadway closures, and provided a copy of the detour plans filed with the City.These <br /> providers include police and fire departments, and ambulance companies. <br /> • Local businesses/offices and residents will be notified at least one week in advance prior to <br /> planned street closures with the detour plan noticed in the local newspaper, and posted <br /> along the street closure route. <br /> • The construction contractor will keep access to intersecting streets open at all times. <br /> • If a required lane closure creates a single lane of traffic during construction, the remaining <br /> lane will be a 12-foot lane, or otherwise conform to standards described in A Policy on <br /> Geometric Design for Streets and Highways, published by the American Association of State <br /> Highway and Transportation Officials (AASHTO).Two flaggers will be stationed at both ends <br /> of the construction zone to safely direct two-way traffic over this temporary one-lane street. <br /> • Construction activities will not block access to emergency service provider locations such as <br /> police stations, fire stations, or ambulance companies. <br /> • Construction activities will not totally block business/office/residential parking lots and <br /> access points. Access to these facilities will be kept open. <br /> • Along streets in which parking will be temporarily lost, construction contractor will be <br /> required to post impacted streets one week prior to construction, notifying motorists that <br /> parking will be removed during the construction period and the duration of the construction <br /> period. <br /> • Construction contractor shall provide a plan for the parking of construction worker vehicles <br /> and, if necessary, shuttling workers to the construction zone from the vehicle parking area. <br /> Construction Trip Generation — Daily pipeline construction site trip generation estimates include <br /> construction worker, inspector, and pipeline material supply truck trips. It is estimated that <br /> approximately 10 workers may arrive at the site each day, generating 20 vehicle trips per day, with <br /> 10 trips occurring during the a.m. peak hour and 10 trips during the p.m. peak hour. In addition, it is <br /> estimated that one equipment supply truck may deliver materials to the site each day, generating <br /> two truck trips per day, one in the a.m. peak hour and one in the p.m. peak hour. It is also estimated <br /> that one inspector would visit the site each day, arriving and departing outside the traffic peak <br /> hours. Pipeline construction equipment, which includes a backhoe, boom truck with crane a <br /> compactor, haul truck and paver, would remain parked at the site, so trip generation estimates do <br /> not include trips for equipment. Therefore, each pipeline construction site is expected to generate <br /> approximately 24 vehicle trips per day, with about half the trips in the a.m. peak hours, and half in <br /> the p.m. peak hours.
