3. Adopt a Resolution Approving, and authorizing the City Manager to execute, a <br /> Disposition and Development Agreement between the City and Redwood City Partners, <br /> LLC <br /> RESOLUTION NO. 15289 OF THE CITY COUNCIL OF THE CITY OF REDWOOD CITY <br /> APPROVING, AND AUTHORIZING THE CITY MANAGER TO EXECUTE, A DISPOSITION <br /> AND DEVELOPMENT AGREEMENT BETWEEN THE CITY OF REDWOOD CITY AND <br /> REDWOOD CITY PARTNERS, LLC FOR 950 MIDDLEFIELD ROAD <br /> M/S Gee/Ira to adopt the Resolution. Motion carries unanimously by electronic vote <br /> 7-0. <br /> 8. STAFF REPORT(S) <br /> A. Redwood City Public Art Master Plan (205) <br /> Recommendation: <br /> Approve, by motion, the Civic Cultural Commission's recommendation to <br /> adopt the Redwood City Public Arts Master Plan. <br /> MINUTE ORDER 13-144 <br /> Mr. Beth, Parks, Recreation and Community Services Director and liaison to the Civic <br /> Cultural Commission, presented the staff report (presentation on file) and also thanked <br /> the Council Subcommittee Members Bain and Seybert and the Civic Cultural <br /> Commission, and Task Force Members Lane Pianta, Warren Dale and Laurie Fischer <br /> for their work on developing the Plan. <br /> Mr. Pianta, Chair of the Civic Cultural Commission, continued with the presentation (on <br /> file) and spoke about the community's commitment to public art with a history of some <br /> successes and chaltenges. He reviewed their mandate for clarifying the process and <br /> promoting communication; how their review process is in line with many other <br /> communities and said they have an opportunity to expand on the process; clarifying <br /> roles for various bodies; and, possibly next steps that they ask Council to approve. <br /> One Council Member thanked Mr. Beth and Mr. Pianta and opined that they have a <br /> great process that is clearly defined, and as things come up, it can be tweaked. Other <br /> Council comments were positive and included appreciation and thanks to two people <br /> present in the audience who have been concerned about public art, Jason Newblanc <br /> and Beth Mostovoy. There was appreciation for private and public partnerships, <br /> acknowledgement of the amount of work done by volunteers; having a clear process in <br /> place is critical for good dialogue and there are plenty of trigger points if people have <br /> concerns.
