<br /> Administrative ChieflFire Marshal Vella stated Redwood City is one of the few Bay <br /> Area communities that can take pride in its beautiful navigable waterways. He discussed <br /> the progress Aqua Terra has made to restore and maintain this resource, and reviewed the <br /> proposed clean-up plan, time frames, and cost associated with each phase. <br /> Robert Hoffman, 309 Harcross Road, Redwood City, Co-Chair of the Aqua Terra <br /> Committee and member of the Pride and Beautification Committee, stated the committee <br /> had worked long and hard on this project. He expressed appreciation to BCDC and <br /> Assemblyman Ted Lempert for the money for the project, and he thanked the Council for <br /> its support. <br /> Ralph Nobles, 3720 Country Club Drive, Co-Chair of the Aqua Terra Committee, urged <br /> the Council to approve the proposed clean-up and enforcement plan. He referred to the <br /> previous Aqua Terra group that was headed by Sheriffs Captain Terry MacKay. He stated <br /> that this project was the right thing to do, the waterways belonged to everyone, and it was <br /> unacceptable to use them as a dumping ground. <br /> Charles Atkins described his efforts during the 1995 clean-up campaign, and suggested <br /> the installation of a floating log boom across the lagoon to address the issue of anchor-out <br /> residents. He said as part of this proposal, any abandoned or unoccupied boat could be <br /> removed as provided by the Harbor Navigation Code, and anything that was a nuisance <br /> could be abated under Penal Code Section 370. <br /> Mayor Howard expressed special appreciation to Erin Koch, District Representative for <br /> Ted Lempert's office, who was in the audience, for his support in obtaining funds for the <br /> clean-up process. Mayor Howard recognized the members of Aqua Terra and the Pride <br /> and Beautification Committee who were in the audience, including G. J. Scove, Lynette <br /> Dowling, Jeanne Roehm, Officer John Harp, and members of the Port. She said she was <br /> proud of this great community effort and the work that had been accomplished. Mayor <br /> Howard also thanked Mr. Atkins for his assistance and encouraged him to continue to <br /> work with Aqua Terra and express his ideas.
