. . . . . ..
Mayor Howard reported that she and Vice Mayor Ruskin presented the State of the City
Address at the Sequoia Club on Friday, January 23,1998. She said that Rene White of the
- Pride and Beautification Committee videotaped the State of the City Address, and San
Mateo County Supervisor Richard Gordon had submitted it to SAMNET, our local
govemment access channel. Mayor Howard said the City would include the viewing times
in the utility bills as soon as they are known.
MEMO 1/26/98
G. Council Committee to Study Redwood Shores Traffic Issues (100, 702)
Council Member Claire requested that he and Council Member Ira be allowed to form
an ad hoc committee to study the Redwood Shores Parkway traffic situation, especially the
intersection of Redwood Shores Parkway and Marlin, as suggested by Charles Eudy,
President of the Sunrise Homeowner's Association.
Mayor Howard approved the appointments of Council Members Claire and Ira to work
with the City's traffic staff on traffic issues on Redwood Shores Parkway.
MEMO 1/26/98
----------------______n-------------------______n____-____n__________n______-----------------------------------------
8. STAFF REPORTS
A. Downtown Parking Meter Study and Staff Recommendations (703)
-
REPORT: Assistant to the City Manager Moore, January 26,1998
Assistant to the City Manager Moore introduced staff members who worked on the
Report and Project: Finance Director Ponty, Public Works Services Director Ingram,
Public Works Superintendent Mann, Community Development Director Nelson,
Economic Development Coordinator Webb, Police Captain Warner, City Attorney
Schricker, Library Director Chen, and Police Chief Bolanos.
Using slides, she explained the staff report which focused on three scenarios: Scenario A,
the current parking situation; Scenario B, removing meters from the streets only; and
Scenario C, removing all meters from the streets and lots. She described how five areas of
concern would affect each of the scenarios: financial, legal, parking enforcement,
maintenance, and economic development. She said that the Report concluded that the
existence of meters does not negatively impact the vibrancy of a downtown area.
ACM Moore also stated that a number of cities on the Peninsula were surveyed with
respect to their parking meter situations. She cited a parking study by the City of San
Leandro, which included an occupancy and utilization component but took eight months to
complete. She said staff had been directed to complete a study within two months and
therefore was unable to include the same degree of detail.
-
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 JANUARY 26,1998
MINUTES Page No. 181 PAGE 9
