TransDortation: - Council Member Hartnett said it was important to focus on regional solutions, and for Council to become familiar with the issues and agree to advocate solutions and strategies with the assistance of dedicated staff (by training and experience.) He described staffs involvement in regional solutions. Mayor Howard suggested that the City engage the Port's support for solutions in cleaning up the City's waterways. Council Member Ira suggested that the Council Subcommittee work with staff to advocate for solutions with governmental officials on all levels. Council Member Hartnett said this advocacy should be one of the strategies. In response to Council Member Claire's suggestion to include traffic on local streets, Council Member Hartnett recommended focusing on regional traffic problems, emphasizing strategies that effect Highways 101 and 280 and Farm Hill Boulevard. Council Member Hartnett addressed the issue of emergency and secondary access to isolated areas of Redwood City, and said the Council needed to think whether it wanted to form another committee for this issue as it will be such a long range effort and is so different ITom other issues being handled by Council committees. Lom~ Ranee Plannine - Council Member Claire said a good long range planning process should provide a road map to the future for all phases of government, and it should include the Planning Commission Council Member Hartnett said the City needs a virtual reality map to look at build out with the current zoning. He said efficiency and performance standards should be included. Council Member Hartnett referred to the City's vision for the year 2000 and said long range planning should go beyond the year 2000. Council Member Ira asked that the C.1.P review and fund balance be incorporated into the long range planning process. He explained how Sunnyvale had wanted a performing arts center, but after reviewing the long range fund balance after 20 years, realized the cost was prohibitive. He said long term maintenance costs must be included in all projects to understand long term funding commitments.
