He described staffs <br /> involvement in regional solutions. <br /> Mayor Howard suggested that the City engage the Port's support for solutions in <br /> cleaning up the City's waterways. <br /> Council Member Ira suggested that the Council Subcommittee work with staff to <br /> advocate for solutions with governmental officials on all levels. <br /> Council Member Hartnett said this advocacy should be one of the strategies. In <br /> response to Council Member Claire's suggestion to include traffic on local streets, <br /> Council Member Hartnett recommended focusing on regional traffic problems, <br /> emphasizing strategies that effect Highways 101 and 280 and Farm Hill Boulevard. <br /> Council Member Hartnett addressed the issue of emergency and secondary access to <br /> isolated areas of Redwood City, and said the Council needed to think whether it wanted <br /> to form another committee for this issue as it will be such a long range effort and is so <br /> different ITom other issues being handled by Council committees. <br /> No.2 Prioritv. Lom~ Ranee Plannine <br /> - <br /> Council Member Claire said a good long range planning process should provide a road <br /> map to the future for all phases of government, and it should include the Planning <br /> Commission <br /> Council Member Hartnett said the City needs a virtual reality map to look at build out <br /> with the current zoning. He said efficiency and performance standards should be <br /> included. Council Member Hartnett referred to the City's vision for the year 2000 and <br /> said long range planning should go beyond the year 2000. <br /> Council Member Ira asked that the C.1.P review and fund balance be incorporated into <br /> the long range planning process. He explained how Sunnyvale had wanted a performing <br /> arts center, but after reviewing the long range fund balance after 20 years, realized the <br /> cost was prohibitive.
