- . . . . -

when child care and day care are so important to the community, I wanted to thank Ms.
Andersen for her work to get this grant, which will support the work she does year round."
-
Mayor Pro Tern Ruskin reported on meetings held in response to the flooding that
occurred in Redwood City. He said a meeting was held by the Friendly Acres and
Bayshore Neighborhood Association attended by 50 or 60 people and many members of
City staff, including himself. Mayor Pro Tern Ruskin said that out of that meeting came a
BFIICity sponsored clean-up scheduled last Saturday to help the Neighborhood to get rid
of damaged items. He said a Citizens Flood Committee is being formed by the
Association which will "interface with our City Council Utility Committee to begin to
formulate some long term planning to deal with the continuous flooding in that
Neighborhood." He said a similar meeting was held in the Centennial Neighborhood
attended by himself, Mayor Howard, Public Works Director Ingram and other staff, and
there will be a follow up meeting in March to answer specific Neighborhood concerns. He
said that as a result of that meeting, staff had agreed to meet "on site with five property
owners adjacent to the creek to assess the need for specific temporary repairs." Mayor Pro
Tern Ruskin said flooding was a major concern for the Council and the staff, and "we want
to work closely with the Neighborhood Associations to see significant improvement in the
future."
C. Council Member Hartnett complimented "the entire staff of Redwood City with respect
to the preparations that were made in the emergency planning and implementation of that
planning. The work that the staff put in over the last several years in emergency
- preparedness was evident in how they conducted themselves during the heavy rains and
the storms, and how they continued to stay on top of things in a very organized way. Not
the least of which was the early convening of the Emergency Operations Center, and in the
regular bulletins that we received.... The time and attention that staff members have
devoted to this has been extraordinary. I would also like to compliment the Mayor and
Mayor Pro Tern Ruskin for their special efforts during this time as well to attend
community meetings on behalf of the Council.... They all deserve our appreciation for
that. We know there is much more to do, but I want to thank you for your efforts today."
-------------------------------------------------------______n--n-----___n______----------------------------------------
8. STAFF REPORTS
A. City of Redwood City policy and guidelines for stop signs on residential streets; (701)
REPORT: Traffic Engineer Haygood, February 23,1998
Engineering and Construction Manager Patterson said the proposed guidelines for stop
signs would be available primarily for the public to use, and would not apply to requests
from the Council, staff, or agencies such as the School District. He said all the requests for
stop signs would come to the Council for its determination. Manager Patterson said those
- requests that are supported by staff will be put on the Consent Calendar, but those that do
not have staff approval, or are opposed by others in the neighborhood, will be scheduled
REGULAR COUNCIL MEETING MINUTE BOOK NO. 56 FEBRUARY 23,1998
MINUTES Page No. 291 PAGE 14
