i
2. Provide Model Software Evaluatian '
Consultant shall review three software suites/combinations for this project:
1. XP-SWMM (and TUFLOW if required} '
2. MIKE-URBAN,MIKE-11(and MIKE-21 if required)
3. InfoWorks ICM
Consuitant shall set up the database to accommodate any of these, and the concept is to provide the City
with an expandable model that can be used for other evaluations of the area in the future.
Deliverable:Recommendation of Software.
Schedulec to be completed by Apri125,2014.
3. Develop $z Calibrate Hydrologic/Hydraulic Model
Consultant shall develop a comprehensive hydrologic/hydraulic interior system model component of the five
watersheds and pipe systems. This model will be caiibrated with one gage placed upstream of selected pump
stations.A second hydrologic and hydraulic tidal/boundary condition model component will be developed
and then linked to the first model. The boundary conditions model component will include a model of
Redwood Creek calibrated with a gage upstream of the Price pump station,a hydraulic model of the Slough in
front of Blair Island, and a dynamic tidal boundary from Kmart outfall along Smith Slough to the San Carlos
Airport. This second dynamic model component will provide realistic boundary conditions for each of the six
pump stations.Any areas that are expected to have significant overland flow in any of the design events will
be overlain with a 2D hydraulic model. Based on the relative lack of historical flooding in the five basins, this
may not be needed.
Develop Watershed,Pump StaCion,Pipe,Open Channel,and Floodplain Database
Consultant shall use the 2010 USGS LIDAR, the 2005 County LIDAR, and NRCS Soils Maps, to develop the
watershed database. Land use will be defined using the 1985 County General P1an (assuming in GIS format),
aerial photography, and field inspections. Land uses will be delineated in polygons for use in the models. The
City's G1S database and the 2006 Storm Drain System Map supplemented with the available as-built
information, available survey data, and newly surveyed pipe inverts will be used to develop the existing pipe
and pump system database. The database will include all the pipe trunks shown in the 2006 Storm Drain
System Map. The 2010 USGS LIDAR and available as-built information and the available survey data wil! be
used to document the open channel system (including the two 101 bridges).
Develop Interior Model
Develop Existing Condition Nydrologic Model: Consultant shall delineate the Watersheds on a base using the
LIDAR,the City pipe system, the street networks, and property development extents. Watershed parameters
will be defined using existing land use, soil group, percent impervious(firom the land use),and flow paths and
will be clearly defined in the project database. Consultant shall conduct and document the QA/QC task in the
database.
Develop Interior Hydraulic Model Component — ID Pump Station Basins and Pipe Hydraulic Models: Once
QA/QC on the pipe data for the major trunks within each of the five watersheds has been completed,
Consultant shall import the data from the GIS Database to the model and verify and parameterize conduit
and manhole connectivity within the hydrologic portion of the model to create runoff output for the full
range of design storms. The detailed sub-watershed runoff developed in the hydrologic component will be
REV:OS-15-14 JS
ATTY/AGR.2014.007/Wood Rodgers Storm Plan
