4, Define De€iGiencies
Consuitant shall establish Criteria for deficiencies. Once the criteria are set, the modeis can be used to
identify deficiencies in the pipe systems and pump stations for the existing condition.
Consultant shall use a 10-year and a 100-year design storm as input to the calibrated interior and boundary
condition model. Both will use a dynamic tidal boundary condition at San Francisco Bay, with the peak flow
from the pump stations timed to match the Mean Higher High Water (MHHW) in the Bay. A 100-year tidal
boundary condition will then be matched with a 2-year design storm to define the tidal flooding deficiencies. i
This model will define existing tidal flood control deficiencies. Sea level rise will also be accounted for in the '
analysis.
Deliverable:Existing Conditions Deciency Map.
Schedule: to be completed by August 31,2014.
2D Hydraulic Model of Areas with Significant Flooding:After the pipe model is run with the 10-and 100-year
design storms, Consultant shall add a single-density 2D component to the streef areas that see significant
flooding. This model will be sufficient to allow Consultant and City to determine flood paths and fiood
extents, and will allow the model to assess the impacts of the storage and routing to the hydrology. One or
two areas are assumed.
Deliverable:At Least Two Areas with 2D Analysis,
Schedulec to be completed by August 31,2014.
Sensitivity of Peak Runoff to Land Use Changes
Consultant shall use the land use database and the City's input to determine potential land use changes
within each basin. The model will be re-run with these potential changes to confirm the assumption that the
infrastructure assessment and proposed improvements will not be impacted by potential land use changes. If
the impacts are significant, the models will be re-rutt with the inclusion of the City's MS4 requirements and
the City's detention requirements.
Deiiverable:Documented Verification of Hydrologic Impact of Future Land Use Changes.
Schedule: to be completed by August 31,2014.
Task 4: Condition Assessmett
1. Pump Statians
Condition Assessment
Consultant shall perForm a desk-op evaluation that includes preparation for the field assessment, a brief
review of facility design drawings, preparation of field assessment forms, and correspondence with City staff
to obtain record drawings for each facility. Consultant's field effort shall consist of a visual condition
assessment conducted by a multi-disciplinary engineering team lead by the Consultant. One. or more
Redwood City staff inembers who are knowledgeable of the facilities' operatin and maintenance will need
to be present. The Consultant team will ask questions of the Redwood City staff throughout the assessment
to capture maintenance and performance history. While walking through the pump stations, Consultant will
check condition of the structure, mechanical equipment, and electrical equipment.
