to the Planning Commission with respect to a tentative <br /> parcel map for a minor subdivision or other division of <br /> land not classified as a ' subdivision ' by the Subdivision <br /> Map Act. The subdivider may appeal from any action of the <br /> Planning Commission with respect to a tentative map to the <br /> City Council. All appeals and the hearings thereon shall <br /> be conducted in the manner provided by Section 66452 . 5 (a) <br /> and (b) of the Government Code; and notice of such hearings <br /> shall be given in the manner as required by Sections 49 . 1 , <br /> 49 . 2 and 49 . 3 of the Zoning Ordinance . Any appeal shall <br /> be accompanied by a filing fee as described in Section 30. 70 . <br /> "Any interested person may appeal any action of the <br /> Subdivision Committee or the Planning Director, to the <br /> Planning Commission, and may appeal any decision of the <br /> Planning Commission , relative to the provisions of Section <br /> 66473 . 5 , 66474 , 66474 . 1 and 66474 . 6 of the Government Code <br /> to the Council.
